HomeMy WebLinkAboutINS-16-030 - Grand River Conservation Foundation - Walter Bean Trail Funds Transfer REPORT TO: Committee of the Whole DATE OF MEETING: February 22, 2016 SUBMITTED BY: Dan Locke, Interim Director Operations, 519-741-2600 ext. 4517 PREPARED BY: Tim O’Brien, Landscape Architect, 519-741-2600 ext. 4399 WARD(S) INVOLVED: Ward(s) ALL DATE OF REPORT: February 17, 2016 REPORT NO.: INS- 16-030 SUBJECT:Transfer of Walter Bean Trail Funds from Grand River Conservation Foundation ___________________________________________________________________________ RECOMMENDATION: That the Mayor and Clerk be authorized to execute an Agreement with the Grand River Conservation Foundation to effect the transfer of funds intended for the completion of the Walter Bean Trail in Kitchener, consistent with the original Objects of the Walter Bean Grand River Community Trail Foundation; said agreement to be to the satisfaction of the City Solicitor. BACKGROUND: The Grand River Conservation Foundation established the Walter Bean Trail Fund in support of the Walter Bean Grand River Community Trails Foundation objectives to establish and ensure the continued existence and use of a recreational trail proximate to the Grand River. REPORT: Grand River Conservation Foundation wishes to wind down the Walter Bean Trail Fund and would like to transfer a portion of the fund to the City of Kitchener to be used in conjunction with future priority Walter Bean Trail construction and renewal projects in Kitchener in keeping with the original objectives. As part of the City’s ongoing involvement the City will assume ownership and responsibility for the information kiosks located along the trail length in Kitchener. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 8. - 1 The City is to provide the Grand River Conservation Foundation with an annual report of its expenditures from this fund. It is anticipated that the funds will be exhausted by December 31, 2025 but if they are not the City may seek an extension of the timeframe and/or an expansion of the objectives. The Grand River Conservation Foundation approved the transfer of the funds as it pertains to Kitchener at the end of January, 2016. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Strategic Priority: Sustainable Environment & Infrastructure Strategy: 4.4 – Develop a network of safe, comfortable and linked pedestrian and cycling facilities and improve year-round maintenance on priority routes. Strategic Action: #86 Year Round Management of Trails & walkways FINANCIAL IMPLICATIONS: The City will have benefit of these funds to expand and promote the Walter Bean Trail where appropriate as well as use these funds to maintain the kiosks located along the trail length in Kitchener. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the City’s website with the agenda in advance of the council / committee meeting. CONSULT – Trail planning projects are undertaken through a consultative process.
