HomeMy WebLinkAboutINS-16-019 - Lane Designations - Stirling Avenue South at King Street East REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: March 7, 2016 SUBMITTED BY: Ken Carmichael, Interim Director of Transportation Services, 519-741-2200, ext. 7372 PREPARED BY: Michael Turco, Traffic Technologist, 519-741-2200, ext. 7153 WARD(S) INVOLVED: Ward 9 DATE OF REPORT: January 27, 2016 REPORT NO.: INS-16-019 SUBJECT:Lane Designations – Stirling Avenue South at King Street East ___________________________________________________________________________ RECOMMENDATION: That the northbound inner travel lane on Stirling Avenue South at King Street East be designated as a left turn only lane; and further, That the northbound curb travel lane on Stirling Avenue South at King Street East be designated as a through and right turn only lane; and further, That the Uniform Traffic By-law be amended accordingly. BACKGROUND: Transportation Services has received a request from a local resident to review the lane designations on the northbound approach at the intersection of Stirling Avenue South at King Street East. The request cited concerns with vehicles travelling straight through the intersection from the left turn lane, resulting in near collisions due to confusion amongst motorists. REPORT: The northbound approach of Stirling Avenue South at King Street East was widened in 2015 in conjunction with the LRT construction at Charles Street. This allowed for the left turn storage lane to be extended through to Charles Street. Presently, there are no lane designation signs. In order to address this issue, Transportation Services is recommending that lane designation signage be installed on the northbound approach of the intersection of Stirling Avenue South and King Street East. It is anticipated that the installation of lane *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 1 - 1 designation signage, in conjunction with the improvement of the existing pavement markings, will provide further guidance to motorists approaching King Street East. Formalizing these lane designations will also allow for proper enforcement of any potential lane abuse. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: The approximate cost for sign installation on this roadway is $500 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the City’s website with the agenda in advance of the council / committee meeting. The constituent was made aware of the proposed changes to implement additional signage and pavement markings to guide motorists at the intersection of Stirling Avenue South and King Street East.
