BACKGROUND: Betzner Avenue North is a local roadway with primarily residential land use in the area between King Street East and Duke Street East. In response to a request, on-street parking regulations have been reviewed. REPORT: Currently, on-street parking is prohibited on the east side (odd number side) of Betzner st Avenue North between King Street East and Duke Street East from January 1 – March st 31 as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Parking is also prohibited anytime on the west side (even number side) of Betzner Avenue North between King Street East and Duke Street East. Transportation Services received a request to review the existing on-street parking regulations. The request cited that the “No Parking Anytime January 1 – March 31” zone along the east side of Betzner Avenue North was an inconvenience to residents and removing this prohibition could provide additional parking for residents in the area. Residents in the immediate area were surveyed on this proposed parking regulation change in December 2015. The results of the survey are as follows: Reinstate on-street parking on the east side (odd number side) of Betzner Avenue North between King Street East and Duke Street East for a maximum of three (3) consecutive hours: 7 (87.5%) In favour of leaving the current regulation as is: 1 (12.5%) TOTAL 8 out of 24 - (33.3% responded) As indicated above, 7 out of 8 respondents, or 87.5%, are in favour of permitting on- street parking for a maximum period of three (3) consecutive hours on the east side of Betzner Avenue North between King Street East and Duke Street East. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: The approximate cost for removing the existing “No Parking Anytime – January 1” to March 31” signage is $200 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the city’s website with the agenda in advance of the council / committee meeting. The constituents were made aware of the proposed changes to allow on-street parking in this section of Betzner Avenue North. CONSULT - Residents were surveyed regarding this proposed parking regulation change through a mail out sent in December 2015, with majority support received for the additional proposed parking.
