SUBJECT:On-Street Parking Regulations – Kehl Street

RECOMMENDATIONS:
That parking be prohibited at any time on the south side (odd numbered side) of
Kehl Street from a point 159 metres east of Hoffman Street to a point 55 metres
east thereof; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Kehl Street is a local roadway with primarily residential land use in the area between
Hoffman Street and Ottawa Street South. In response to a request, on-street parking
regulations have been reviewed.
REPORT:
Currently, on-street parking is prohibited on the north (even number side) of Kehl Street
from a point 176 metres east of Hoffman Street to a point 182 metres east thereof and
on the south (odd number side) from a point 193 metres east of Hoffman Street to a
point 17 metres east thereof. Parking is permitted on all other sections of Kehl Street
between Hoffman Street and Ottawa Street South for a maximum period of three (3)
consecutive hours.
Transportation Services received a request to review the existing on-street parking
regulations. The request cited potential hazards attributed to parked vehicles along Kehl
Street for vehicles exiting their driveways and suggested the removal of the on-street
parking on one side by implementing a “No Parking Anytime” regulation.

Residents in the immediate area were surveyed on this proposed parking regulation
change in December 2015. The results of the survey are as follows:
In favour of implementing a ‘No Parking Anytime’ area
on the south side (odd-numbered side) of Kehl Street
from a point 159 metres east of Hoffman Street to a
point 55 metres east thereof: 10 (83.3%)
In favour of leaving the current regulation as is: 2 (16.7%)
TOTAL 12 out of 55 - (21.8% responded)
As indicated above,10 out of 12 respondents, or 83.3%, are in favour of prohibiting on-
street parking on the south side of Kehl Street from a point 159 metres east of Hoffman
Street to a point 55 metres east thereof.
The prohibition of parking on one side of Kehl Street at this location will provide better
sightlines for vehicles exiting driveways, as well as provide safe two-way traffic flow
through this section of roadway.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The approximate cost for implementing “No Parking Anytime” signage is $600 and will
be taken from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the city’s website with the agenda in advance
of the council / committee meeting. The constituents were made aware of the proposed
changes to prohibit on-street parking in this section of Kehl Street.
CONSULT - Residents were surveyed regarding this proposed parking regulation
change through a mail out sent in December 2015, with majority support received for
prohibiting parking.
