BACKGROUND: York Street is a local roadway with primarily residential land use in the area between Union Boulevard and Glasgow Street. In response to a request, on-street parking regulations have been reviewed. REPORT: Currently, on-street parking is permitted on the south side of York Street between Wood Street and Gildner Street for a maximum period of two (2) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Services received a request to review the existing on-street parking regulations. The request cited concerns related to parked vehicles impeding driveway access for residents, as well as unsafe two-way traffic operations on the roadway and suggested the removal of the on-street parking on one side by implementing a ‘No Parking Anytime’ regulation. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 4 - 1 Residents in the immediate area were surveyed on this proposed parking regulation change in January 2016. The results of the survey are as follows: In favour of implementing a ‘No Parking Anytime’ area on the south side (odd-numbered side) of York Street between Wood Street and Gildner Street: 4 (66.7%) In favour of leaving the current regulation as is: 2 (33.3%) TOTAL 6 out of 9 - (66.7% responded) As indicated above, 4 out of 6 respondents, or 66.7%, are in favour of prohibiting on- street parking on the south side of York Street between Wood Street and Gildner Street. The prohibition of parking on one side of York Street at this location will improve access to and from residential driveways and provide safer two-way traffic operations. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: The approximate cost for implementing ‘No Parking Anytime’ signage is $600 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the city’s website with the agenda in advance of the council / committee meeting. The constituents were made aware of the proposed changes to prohibit on-street parking in this section of York Street. CONSULT - Residents were surveyed regarding this proposed parking regulation change through a mail out sent in January 2016, with majority support received for prohibiting parking.
