SUBJECT:On-Street Parking Regulations – Fallowfield Drive

RECOMMENDATIONS:
That parking be prohibited at any time on the south side (even numbered side) of
Fallowfield Drive between Block Line Road and Britton Place; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Fallowfield Drive is a minor collector roadway with primarily residential land use in the
area between Block Line Road and Bleams Road. In response to a request from an
area citizen, on-street parking regulations have been reviewed.
REPORT:
Currently, on-street parking is prohibited on the north side of Fallowfield Drive from
Block Line Road to a point 60 metres west of Britton Place. Parking is permitted along
both sides of all other sections of Fallowfield Drive between Block Line Road and Britton
Place for a maximum period of three (3) consecutive hours, as outlined in the City of
Kitchener Uniform Traffic By-law No. 2007-138.
Transportation Services received a request from an area citizen to review the existing
on-street parking regulations. The request cited concerns regarding driveway access
along Fallowfield Drive between Block Line Road and Britton Place as well as hazards
due to the slope and curvature of the roadway. The request cited specifically the
removal of on-street parking on the south side of Fallowfield Drive.

Transportation Services has reviewed the request and has concluded that parked
vehicles along the south side of Fallowfield Drive significantly obstructs sightline
visibility for motorists egressing from their driveways, as well as from Britton Place. This
section of Fallowfield Drive has an annual average daily traffic of 2716 vehicles per day.
The relatively high volume of traffic on this roadway, combined with limited visibility
caused by parked vehicles and roadway geometrics, creates a safety hazard for
motorists in the area. To ensure minimum sightline distances are met, Transportation
Services is recommending that on-street parking be prohibited at any time on the south
side of Fallowfield Drive between Block Line Road and Britton Place.
The prohibition of parking on the south side of Fallowfield Drive at this location will
improve access to and from residential driveways and provide safer two-way traffic
operations. This will result in the loss of approximately two (2) legal on-street parking
spaces.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The approximate cost for implementing ‘No Parking Anytime’ signage is $1400 and will
be taken from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the city’s website with the agenda in advance
of the council / committee meeting. Residents were made aware of the proposed
changes to prohibit on-street parking in this section of Fallowfield Drive.
