SUBJECT:Taxicab Stands – Joseph Street

RECOMMENDATIONS:
That taxicab stands be implemented on the north side of Joseph Street from a
point 63 metres west of David Street to a point 14 metres east thereof; and
further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Joseph Street is a major collector roadway located within the city’s commercial core. In
response to a request, the feasibility of providing designated taxicab stands in the area
of the Charles Street Transit Terminal has been reviewed.
REPORT:
Transportation Services received a request from the Region of Waterloo’s Licensing
and Regulatory Services to provide taxicab stands in the area of the Charles Street
Transit Terminal. The request cited that the recent ION LRT construction eliminated the
taxicab stands on Charles Street West, leaving no designated spaces in the area for
taxicabs to stand.
Currently, maximum two (2) hour parking is signed in the parking layby on the north side
of Joseph Street, adjacent to the Charles Street Transit Terminal. The parking layby is
approximately 52.8 metres in length, not including the tapered ends, and can legally
accommodate nine (9) parked vehicles.

In order to replace the eliminated taxicab stands on Charles Street West, it is
recommended that two designated taxicab stands are provided within the parking layby
on the north side of Joseph Street, adjacent to the Charles Street Transit Terminal. The
recommendation addresses the request received from the Region of Waterloo.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The approximate cost for implementing Taxicab Stand signage is $400 and will be taken
from the existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the city’s website with the agenda in advance
of the council / committee meeting.
