HomeMy WebLinkAboutINS-16-029- Taxicab Stand - Water Street North REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: March 7, 2016 SUBMITTED BY: Ken Carmichael, Interim Director of Transportation Services, 519-741-2200, ext. 7372 PREPARED BY: Michael Turco, Traffic Technologist, 519-741-2200, ext. 7153 WARD(S) INVOLVED: Ward 9 DATE OF REPORT: February 18, 2016 REPORT NO.: INS-16-029 SUBJECT:Taxicab Stands – Water Street North ___________________________________________________________________________ RECOMMENDATIONS: That taxicab stands be implemented between 11:00 p.m. and 3:00 a.m. Friday to Sunday on the west side of Water Street North from a point 12 metres north of King Street West to a point 25 metres north thereof; and, That taxicab stands be implemented between 11:00 p.m. and 3:00 a.m. Friday to Sunday on the east side of Water Street North from a point 13 metres north of King Street West to a point 29 metres north thereof; and further, That the Uniform Traffic Bylaw be amended accordingly. BACKGROUND: Water Street North is a local roadway located within the city’s downtown core. In response to a request, the feasibility of providing designated taxicab stands in the area of King Street West and Water Street has been reviewed. REPORT: Transportation Services received a request from the Region of Waterloo’s Licensing and Regulatory Services to provide taxicab stands in the area of King Street West and Water Street. The request cited concerns with taxicabs obstructing the flow of traffic on busy nights in the downtown core, as well as concerns with pedestrians crossing King Street to get a taxicab. Currently, maximum two (2) hour parking from 8 a.m. to 12 midnight, with no re-parking within 5 hours of initial parking, is permitted on the west side of Water Street from King *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 7 - 1 Street to Weber Street. The same parking regulations apply to the east side of Water Street from King Street to a point 70 metres south of Weber Street. The parking layby on the west side of Water Street, just north of King Street, is 24.3 metres in length and can accommodate three (3) to four (4) parked vehicles. The parking layby on the east side of Water Street, just north of King Street, is 28.5 metres in length and can accommodate four (4) to five (5) parked vehicles. In order to restore a continuous flow of traffic during busy nights in the downtown core, and ensure the safety of pedestrians, it is recommended that taxicab stands be implemented in the two parking laybys on Water Street North, north of King Street, during the specified times of 11 p.m. to 3 a.m. Friday to Sunday only. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: The approximate cost for implementing Taxicab Stand signage is $800 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the city’s website with the agenda in advance of the council / committee meeting. Businesses in the area were made aware of the proposed changes to implement taxicab stands on Water Street North.
