HomeMy WebLinkAboutINS-16-027 - Noise Exemption - Victoria Street Bridge Widening and Shirley Avenue Extension REPORT TO: Community & Infrastructure Services Committee DATE OF MEETING: March 7, 2016 SUBMITTED BY: Ken Carmichael, Interim Director, Transportation Services 519-741-2200, extension 7372 PREPARED BY: Stephanie Brasseur, Traffic Project Coordinator 519-741-2200, extension 7373 WARD(S) INVOLVED: Ward 10 DATE OF REPORT: February 18, 2016 REPORT NO.: INS-16-027 SUBJECT:Noise Exemption – Victoria Street Bridge Widening and Replacement and Shirley Avenue Widening and Extension (MTO) ___________________________________________________________________________ RECOMMENDATION: That the Ministry of Transportation, Ontario (MTO) and its contractor(s) be exempt from the provisions of Chapter 450 Noise of the City of Kitchener Municipal Code Article 6 Construction Work during the widening and replacement of the Victoria Street Bridge and the widening and extension of Shirley Avenue in the City of Kitchener. The request for the noise by-law exemption is between the hours of 7:00 p.m. and 7:00 a.m. for the period April 1, 2016 to December 31, 2018. BACKGROUND: This report is a continuation of INS-16-002 Noise Exemption – Victoria Street Bridge Utility Relocation report recently submitted as more information and details are available relating to the overall projects. The Ministry of Transportation of Ontario (MTO) has retained the MMM Group to complete the detailed design for the Victoria Street widening and bridge replacement, along with the widening and extension of Shirley Avenue. The work is to be undertaken in advance of the construction for the new Highway 7. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 8 - 1 REPORT: This project will include the Shirley Avenue extension and widening from 0.8 km west of Wellington Street/Shirley Avenue/Riverbend Drive intersection, easterly 1.6 km and will generally include the following: Extension and widening of Shirley Avenue to four lanes plus a median two-way left turn lane. This will match the four lane road profile on Bingeman Centre Drive. This involves pavement removal (milling), grading, installation of storm sewers and new pavement. Construction of sidewalks and bike lanes on both sides Utility relocations Entrance reconstruction/modifications Installation of illumination and traffic signals Extension to connect with Wellington Street and Riverbend Drive. This requires grading, installation of a retaining wall and installation of storm sewer and paving. A cul-de-sac will be constructed to terminate the remaining section of existing Shirley Avenue at 68 Shirley Avenue, requiring milling, grading, replacing the existing storm sewer system and new pavement. Adjustments to the configuration of the Wellington Street/Highway 85 interchange ramps which involve milling, grading, replacing the existing storm sewer system and new pavement. During the work, two-way traffic will be maintained with lane closures on both Wellington Street and Shirley Avenue. The work on Shirley Avenue is scheduled to occur between June 2016 and August 2017.The Shirley Avenue extension and widening must be completed prior to the replacement of the Victoria St Bridge. This will minimize the overall impact on traffic along Victoria Street during the road closure required for the bridge replacement in order for Shirley Avenue to provide the detour route. Night work is required to meet the construction schedule deadlines, minimize impacts to businesses and minimize disruption to traffic on Wellington Street, Riverbend Drive and Shirley Avenue. The widening of Victoria Street from Edna Street to Bruce Street and the replacement of the Victoria Street Underpass over Highway 85 will generally include the following: Replacement of the Victoria Street Bridge over Highway 85 on the existing alignment, which will be closed and removed during night closures of Highway 85. Demolition of the existing bridge will involve milling to remove pavement and the use of heavy machinery to break up the bridge as well as dump trucks for material transport. Modifications to the vertical alignment (profile) of Victoria Street to allow for the new bridge deck depth and maintain the required vertical clearance over 8 - 2 Highway 85. The bridge piers can be constructed with temporary lane closures on Highway 85. Intersection improvements at Bruce Street and Edna Street involving widening, turning lanes and changes in configuration of plaza entrance at Bruce Street. Private entrances will be maintained during construction however most require reconstruction to match new grades and this will involve milling and paving. Installation of a new median barrier on Victoria Street between Edna Street and Bruce Street will involve milling, excavation, concrete pours and paving. Modifications to the Bruce Street on-ramp Installation of street lights between Edna Street and Bruce Street Utility relocations (related to report INS-16-002) Relocation of Municipal Services as well as at the Victoria St Bridge (related to report INS-16-002) Construction of retaining walls. No closure of Highway 85 is required for construction of the abutment walls as it is an adequate distance from the travel lane, although temporary concrete barriers will be installed in the work zone. Lane closures in the express lanes are required in both directions to construct the median piers. During the deck construction, falsework will be constructed to maintain two lanes of traffic on Highway 85 for collector and core lanes in each direction. Work on Victoria Street bridge replacement is scheduled to begin in November 2017, with utility works beginning in 2016. Work on Victoria Street is anticipated to be completed by the end of 2018. Milling and paving operations will be carried out on Highway 85, Wellington Street to Frederick Street. Idling of construction equipment will be kept to a minimum and equipment will be maintained in good working order to minimize construction related noise. The majority of the area surrounding the proposed work site is commercial businesses. The noise source nearest to the residential areas will be within the MTO right of way close to the highway traffic flow. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: None. 8 - 3 COMMUNICATIONS: MMM Group, the MTO’s consultant, will notify businesses and residents within 400 m of the Victoria Street Bridge and Shirley Avenue work areas once the preconstruction meeting has been held and dates have been determined for the completion of the work. Details in the letter will include the description of the construction work, duration of the work along with 24 hour contact information for the public.
