SUBJECT:Pioneer Drive Bridge Rehabilitation - Consultant Purchase
Order Increase

RECOMMENDATION: That an extension of the purchase order issued to Cima+
for Engineering Consultant services related to the rehabilitation of the Pioneer
Drive Bridge in the amount of $ 3,500.00, be approved.
BACKGROUND:
The rehabilitation of the Pioneer Drive Bridge, between Old Carriage and Bechtel Drive,
was initiated to address aging infrastructure issues that existed. Based on the
provincially mandated OSIM inspection reports and past condition assessments and
evaluations, recommendations were developed for rehabilitation of the structure to
avoid further escalated deterioration and to maintain the bridge in safe operating
condition. The bridge was originally constructed in 1973.
Cima+ was retained in 2015 to provide Engineering services related to the rehabilitation
including the providing of design and construction services including inspection and
contract administration. The Council approved fees for Cima+ were $ 66,693.00 plus
applicable taxes.
REPORT:
At the time of hiring the consultant in 2015, the City asked the consultant to base their
fee submission on 50 working days of inspection time (250 hours), which was the
estimated duration of construction. In addition to the inspection time, the consultant
was required to base their fee submission on 50 working days for contract
administration duties.

An increase in working days for the contractor was approved due to a longer than
anticipated delivery for the new bridge expansion joints as well as delays resulting from
previously undocumented telecommunication utilities discovered within the bridge. Due
to this, construction exceeded 72 working days. As a result an estimated 370 hours of
inspection were necessary. This exceeded the 250 budgeted inspection hours due to
an increase in the necessary duration for the construction.
Additional inspection time was required to accommodate weekend work to ensure the
bridge waterproofing was installed during optimal weather.
Additional work from Cima+ was also requested by the City project team to perform an
additional assessment of the bridge bearing pads once construction began and the
bearing pads were accessible.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
Funding will be provided from the Pioneer Drive Bridge Rehabilitation project account.
The original purchase order was issued in the amount of $ 66,693.00 including
contingency. Staff has expended the 10% overage limit in the amount of $ 6,669.30.
The total overage for consultant services for this project including this request and 10%
overage limit expenditure will be $ 10,169.30.

advance of the council / committee meeting.

Staff have reviewed the request and recommend that the existing purchase order to
Cima+ be increased to complete the project.
