MEMO:EnvironmentalCommitteePresentationMarch17,2016 TheCityofKitchenerthroughAquaforBeechLtd.iscompletingtheCityofKitchenerIntegratedStormwater ManagementMasterPlan(ISWMMP)study.TheIntegratedSWMMasterPlanwillupdatetheCityofKitchener 2001SWMPolicyStudyandwillserveasadecisionsupporttoolaswellasamethodologyfortheprioritization ofworks.TheMasterPlanwillalsoserveasatransparentcommunityprocessbywhichtheCitycanestablish stormwatermanagementguidelinesandpoliciesforthenext15years.TheStudyisbeingconductedin accordancewiththerequirementsforMasterPlansunderSection4,Approach#2oftheMunicipalEngineers AssociationMunicipalClassEnvironmentalAssessmentAct(October2000,asamendedin2007&2011),whichis anapprovedprocessundertheOntarioEnvironmentalAssessmentAct.TheintentoftheMasterPlanistofulfill alloftheClassEArequirementsforScheduleBprojectsandidentifyanyScheduleCprojectsforfuturestudies. NextSteps TheprojectteamandAquaforBeechwillalsobeundertakingfutureactivitiesaspartoftheISMWMPwhich includebutarenotlimitedto: FinalizationofDraftStormwaterVolumeControlCriteriaandTargets; Reviewandrefinementofthe/z·äxDevelopmentStandardstoreflecttherecommendedapproaches; DevelopmentofapreferredMarketTransformationStrategydesignedtoencourageandincentivize privatepropertytoimplementsustainablestormwaterpracticesandLIDsourcecontrols,aswellas participateinthe/z·äxStormwaterCreditProgram;and Refinementifthe/z·äxexistingCashinlieupolicy(CiL)toalignwithcurrentandfuturepolicy considerations,rebateprogramsandmarkettransformationstrategies. 2 - 2
