MEMO:EnvironmentalCommitteePresentationMarch17,2016 TheCityofKitchenerthroughAquaforBeechLtd.iscompletingtheCityofKitchenerIntegratedStormwater ManagementMasterPlan(ISWMMP)study.TheIntegratedSWMMasterPlanwillupdatetheCityofKitchener 2001SWMPolicyStudyandwillserveasadecisionsupporttoolaswellasamethodologyfortheprioritization ofworks.TheMasterPlanwillalsoserveasatransparentcommunityprocessbywhichtheCitycanestablish stormwatermanagementguidelinesandpoliciesforthenext15years.TheStudyisbeingconductedin accordancewiththerequirementsforMasterPlansunderSection4,Approach#2oftheMunicipalEngineers AssociationMunicipalClassEnvironmentalAssessmentAct(October2000,asamendedin2007&2011),whichis anapprovedprocessundertheOntarioEnvironmentalAssessmentAct.TheintentoftheMasterPlanistofulfill alloftheClassEArequirementsforScheduleBprojectsandidentifyanyScheduleCprojectsforfuturestudies. TheprojectteamandAquaforBeechwouldliketotakethisopportunitytopresentsomeofthefindingsfromthe ISWMMPtotheEnvironmentalAdvisoryCommitteerelatingtoMunicipalInfrastructureandMunicipal Property,StormwaterPolicyandNextSteps,specifically: MunicipalInfrastructureandMunicipalProperty TheprojectteamandAquaforBeechhavecompletedseveralkeystudytasksrelatingtomunicipalinfrastructure andmunicipalpropertywhichprovidestrategicdirectionandidentifyspecificprojectstobeundertaken includingbutnotlimitedto: {·©;CityWideStreamSystemUnderstandingandErosionAssessmentwhichprioritizeserosion sitesandrestorationopportunitieswithinlocalwatercourses; {aC-zz·z;EndofPipeOpportunitiesAssessmentwhichidentifiespotentiallocationsforthe constructionofnewSWMfacilitieswithinexistingurbanareasoftheCitywhichcurrentlydonothave stormwatercontrol; w7MunicipalROW(conveyancecontrol)RetrofitOpportunitiesAssessmentwhichintegratesthe /z·äx10yearCapitalForecastforsurfacereconstruction(resurfacing)andfullreconstructionprojects withpreferredLowImpactDevelopment(LID)approachesforeachroadsegmentandprovidesa decisionmakingprocessforMajor,Minor,Localroads,alleywaysandsidewalkinstallationprojects; {;Þ;©{ä·;InfoWorksModelTrunkSewerModelevaluatestheexistingperformanceoftheCity infrastructurealongwithscenarioswhichrepresentpredictedclimatechangeconditions,the applicationofvolumecontroltargetsandvariouscombinations. 2 - 1 2 StormwaterPolicy TheprojectteamandAquaforBeechhavealsodevelopedkeypiecesofpolicy.Thisincludesthedevelopment,in consultationwiththeRegionofWaterloo,ofthe CityofKitchenerInfiltrationPolicyRecommendations which governshowandwherestormwatercanbeinfiltratedtoimprovestormwatercontrolintheCityperthe approvedSourceProtectionPlan. NextSteps TheprojectteamandAquaforBeechwillalsobeundertakingfutureactivitiesaspartoftheISMWMPwhich includebutarenotlimitedto: FinalizationofDraftStormwaterVolumeControlCriteriaandTargets; Reviewandrefinementofthe/z·äxDevelopmentStandardstoreflecttherecommendedapproaches; DevelopmentofapreferredMarketTransformationStrategydesignedtoencourageandincentivize privatepropertytoimplementsustainablestormwaterpracticesandLIDsourcecontrols,aswellas participateinthe/z·äxStormwaterCreditProgram;and Refinementifthe/z·äxexistingCashinlieupolicy(CiL)toalignwithcurrentandfuturepolicy considerations,rebateprogramsandmarkettransformationstrategies. 2 - 2
