INS-16-019 - LANE DESIGNATIONS - STIRLING AVENUE SOUTH AT KING STREET

EAST
The Committee considered Infrastructure Services Department report INS-16-019, dated
January 27, 2016 recommending changes to the lane designations on Stirling Avenue South at
King Street East.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the northbound inner travel lane on Stirling Avenue South at King Street East be
designated as a left turn only lane, as outlined in Infrastructure Services Department
report INS-16-019; and,
That the northbound curb travel lane on Stirling Avenue South at King Street East be
designated as a through and right turn only lane; and further,
That the Uniform Traffic By-law be amended accordingly.”
INS-16-021 - ON-STREET PARKING REGULATIONS - BETZNER AVENUE NORTH

The Committee considered Infrastructure Services Department report INS-16-021, dated
February 4, 2016 recommending parking be permitted for a maximum period of three consecutive
hours on the east side (odd numbered side) of Betzner Avenue North between King Street East
and Duke Street East.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the Uniform Traffic Bylaw be amended to permit parking for a maximum period of
three (3) consecutive hours on the east side (odd number side) of Betzner Avenue
North between King Street East and Duke Street East, as outlined in Infrastructure
Services Department report INS-16-021.”
INS-16-022 - ON-STREET PARKING REGULATIONS - KEHL STREET

The Committee considered Infrastructure Services Department report INS-16-022, dated
February 4, 2016 recommending a parking prohibition at any time on the south side (odd
numbered side) of Kehl Street, east of Hoffman Street.

it was resolved:
“That the Uniform Traffic Bylaw be amended to prohibit parking at any time on the south
side (odd numbered side) of Kehl Street from a point 159 metres east of Hoffman Street
to a point 55 metres east thereof, as outlined in Infrastructure Services Department
report INS-16-022.”
INS-16-025 - ON-STREET PARKING REGULATIONS - YORK STREET

The Committee considered Infrastructure Services Department report INS-16-025, dated
February 4, 2016 recommending a parking prohibition at any time on the south side (odd
numbered side) of York Street between Wood Street and Gildner Street.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the Uniform Traffic Bylaw be amended to prohibit parking at any time on the south
side (odd numbered side) of York Street between Wood Street and Gildner Street, as
outlined in Infrastructure Services Department report INS-16-025.”
INS-16-028 - ON-STREET PARKING REGULATIONS - FALLOWFIELD DRIVE

The Committee considered Infrastructure Services Department report INS-16-028, dated
February 16, 2016 recommending a parking prohibition at any time on the south side (even
numbered side) of Fallowfield Drive between Block Line Road and Britton Place.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the Uniform Traffic Bylaw be amended to prohibit parking at any time on the south
side (even numbered side) of Fallowfield Drive between Block Line Road and Britton
Place, as outlined in Infrastructure Services Department report INS-16-028.”
INS-16-026 - TAXI CAB STAND – JOSEPH STREET

The Committee considered Infrastructure Services Department report INS-16-026, dated
February 10, 2016 recommending the implementation of taxi cab stands on the north side of
Joseph Street, west of David Street.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the Uniform Traffic Bylaw be amended to implement taxicab stands on the north
side of Joseph Street from a point 63 metres west of David Street to a point 14 metres
east thereof, as outlined in Infrastructure Services Department report INS-16-026.”
INS-16-029 - TAXI CAB STAND - WATER STREET NORTH

The Committee considered Infrastructure Services Department report INS-16-029, dated
February 18, 2016 recommending the implementation of taxi cab stands limited to specific
times Friday to Sunday on both the east and west side of Water Street North.
On motion by Councillor B. Ioannidis -
it was resolved:
“That taxi cab stands be implemented between 11:00 p.m. and 3:00 a.m. Friday to
Sunday on the west side of Water Street North from a point 12 metres north of King
Street West to a point 25 metres north thereof, as outlined in Infrastructure Services
Department report INS-16-029; and,

That taxi cab stands be implemented between 11:00 p.m. and 3:00 a.m. Friday to
Sunday on the east side of Water Street North from a point 13 metres north of King
Street West to a point 29 metres north thereof; and further,
That the Uniform Traffic Bylaw be amended accordingly.”
INS-16-027 - NOISE EXEMPTION - VICTORIA STREET BRIDGE WIDENING AND

SHIRLEY AVENUE EXTENSION
The Committee considered Infrastructure Services Department report INS-16-027, dated
February 18, 2016 recommending approval of a noise exemption to the Ministry of
Transportation, Ontario (MTO), for construction work during the widening and replacement of
the Victoria Street Bridge and the widening and extension of Shirley Avenue.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the Ministry of Transportation, Ontario (MTO) and its contractor(s) be exempt from
the provisions of Chapter 450 Noise of the City of Kitchener Municipal Code Article 6
Construction Work during the widening and replacement of the Victoria Street Bridge
and the widening and extension of Shirley Avenue in the City of Kitchener, between the
hours of 7:00 p.m. and 7:00 a.m. for the period April 1, 2016 to December 31, 2018, as
outlined in Infrastructure Services Department report INS-16-027.”
INS-16-023 - 2015 CITY OF KITCHENER STORMWATER MANAGEMENT MONITORING

PROGRAM
The Committee considered Infrastructure Services Department report INS-16-023, dated
February 25, 2016 recommending endorsement of the 2015 Stormwater Audit Technical
Memorandum.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the 2015 Stormwater Audit Technical Memorandum, as outlined in Infrastructure
Services Department report INS-16-023, be endorsed.”
INS-16-017 - SUMMARY WATER REPORT - JANUARY 1 - DECEMBER 31, 2015

The Committee considered Infrastructure Services Department report INS-16-017, dated
February 10, 2016 regarding the 2015 City of Kitchener Summary Drinking Water report.
On motion by Councillor B. Ioannidis -
it was resolved:
“That the 2015 City of Kitchener Summary Drinking Water Report be received for
information as required by O.Reg.170/03 Schedule 22 of the Safe Drinking Water Act;
and further,
That the City of Kitchener provide a copy of the Summary Drinking Water report to the
Township of Woolwich and the City of Waterloo as required by Schedule 22 of
O.Reg.170/03, as outlined in Infrastructure Services Department report INS-16-017.”
Councillor S. Marsh and Y. Fernandes entered the meeting at this time.
CAO-16-005 - 2015 ARTIST IN RESIDENCE COMMISSION

The Committee considered Chief Administrator’s Office report CAO-16-005, dated February
19, 2016 recommending approval of the commissioning of art work by the City’s 2015 Artist-in-
Residence, Janice Lee. Ms. E. Robson presented the report. Ms. Janice Lee provided a brief
overview of her work and responded to questions from the Committee.

On motion by Mayor B. Vrbanovic -
it was resolved:
“That the commissioning of art work by the City’s 2015 Artist-in-Residence, Janice Lee
be approved; and further,
That the Mayor and Clerk be authorized to execute the Artist-in-Residence 2015
Commission Agreement with Janice Lee in a form satisfactory to the City Solicitor, such
agreement encompassing the terms, outlined in Chief Administrator’s Office report
CAO-16-005.”
CSD-16-014 - 2016 COMMUNITY GRANTS TIER 2

The Committee considered Community Services Department report CSD-16-014, dated
February 24, 2016 recommending approval of the 2016 Tier 2 Community Grants. Ms. K.
Woodcock, Ms. R. Willms and Mr. B. Cheyne were in attendance and responded to questions
from the Committee.
Ms. Fanis Juma Radstake, African Canadian Association of Waterloo Region & Area,
addressed the Committee in opposition to the Peer & Staff Review Committee’s
recommendation that her group not receive funding through the 2016 Tier 2 Community Grant
program. She further advised she has circulated an updated information package related to
their appeal including an updated budget, noting they have now identified additional grant
opportunities and are no longer seeking a grant in the amount of $9,500. She stated they are
now requesting a grant amount of $4,303. for their festival.
Councillor J. Gazzola brought forward a motion to approve the Peer & Staff Review
Committee’s recommendation to not grant any funding to the African Canadian Association of
Waterloo Region & Area through the 2016 Tier 2 Community Grant program, which was voted
Carried.

Ms. Isabella Stefanescu, Inter Arts Matrix, addressed the Committee in opposition to the
recommended grant allocation of $5,000. (cash), which was lower than their requested amount
of $10,000. She stated the additional funding would allow them to hire a part-time artistic
director to assist with succession planning for the organization.
Councillor S. Marsh brought forward a recommendation to increase the grant amount for Inter
Arts Matrix from the recommended $5,000. (cash) to $7,000. (cash) and the increase in
funding shall be allocated from the Economic Development Reserve Fund.
Mayor B. Vrbanovic brought forward an amendment to Councillor Marsh’s motion that the
increased funding proposed for Inter Arts Matrix be allocated from the Tier 2 Community Grant
account, with the recognition that the budget allocation for the grant account would be over
spent.

Mayor Vrbanovic’s amendment was then voted on and was on a recorded vote, with
Mayor B. Vrbanovic and Councillors D. Schnider, K. Galloway-Sealock, P. Singh, S. Marsh
and Y. Fernandes voting in favour, and Councillors B. Ioannidis, J. Gazzola and S. Davey
voting in opposition. Councillors Z. Janecki and F. Etherington were absent and accordingly
did not vote.

Councillor Marsh’s amended motion was voted on and was on a recorded vote, with

Ms. Mary-Ellen Currie, Waterloo Region Basketball Association, addressed the Committee in
opposition to the Peer & Staff Committee’s recommendation that her group not receive funding
through the Tier 2 Community Grant program. She indicated she had spoken to staff regarding
the recommendation and was advised that the programs their organization offered were a

duplication of services already receiving Tier 1 grant funding, and that their group was not
currently affiliated with the City. She questioned why, when reviewing the list of groups that
currently receive Tier 1 funding, there were three separate T-ball organizations that are
receiving funding if the policy was to only fund one group offering a type of service.
In response to questions, Mr. B. Cheyne advised the three T-ball Associations referenced have
been receiving grant funding prior to the adoption of a policy limiting the funding eligibility to
organizations with services not already provided by another Community Grant recipient. In
addition, he stated the T-Ball Association are also neighbourhood-based and service three
separate areas of the City.
Councillor J. Gazzola brought forward a motion to approve the Peer & Staff Review
Committee’s recommendation to not grant any funding to the Waterloo Region Basketball
Association through the 2016 Tier 2 Community Grant program.

Councillor Gazzola’s motion was voted on and was on a recorded vote, with Mayor B.
Vrbanovic and Councillors D. Schnider, K. Galloway-Sealock, J. Gazzola, S. Davey, P. Singh,
S. Marsh and Y. Fernandes voting in favour, and Councillor B. Ioannidis voting in opposition.
Councillors Z. Janecki and F. Etherington were absent and accordingly did not vote.
Ms. Charlene Le Duc and Mr. Chris Plunkett, Summer Lights Festival, addressed the
Committee in opposition to the recommended allocation of $7,000. ($2,000. cash; $5,000. in-
kind), noting in 2015 they received $6,500. and of that allocation $5,000 was in cash. Ms. Le
Duc noted with a reduction in the cash allocation the organization has concerns they will not be
able to leverage funding from other potential donors due to the decrease in cash support.
In response to questions, Ms. Le Duc advised their organization receives an invoice from the
City for approximately $2,000 to $3,000. related to the road closures for their event.
Mayor B. Vrbanovic questioned when staff anticipated bringing forward a report related to the
types of City services offered for special events and the costs associated with those services.
Mr. J. Young advised a meeting was recently held with internal stakeholder groups that provide
services for special events, noting he was still waiting for additional information. He indicated
an anticipated timeframe for the report has yet to be determined.
A motion was brought forward by Mayor B. Vrbanovic to increase the grant amount for the
Summer Lights Festival from the recommended $7,000. ($2,000. Cash; $5,000 in-kind) to
$10,000. ($5,000 cash; $5,000 in-kind).
Councillor Y. Fernandes brought forward an amendment to Mayor Vrbanovic’s motion
indicating the proposed $3,000. increase in grant funding for the Summer Lights Festival be
allocated from the Economic Development Reserve Fund.

Ms. Miroki Tong, Altekrea / festival of alternative creation, addressed in opposition to Peer &
Staff Review Committee’s recommendation that her group receive a Tier 2 Community Grant
in the amount of $2,000. (in-kind). She indicated her request in the amount of $12,750. is an
in-kind request to cover the City services billed to the festival. She noted some of those
expenses include, but are not limited to: facility rentals of approximately $4,800.; City staff at
approximately $3,000.; licensing the event; printing expenses; and marketing. She stated the
event is due to be held at City Hall June 18 to June 19, 2016, in conjunction with the Summer
Lights Festival. She further advised that although the events will be happening simultaneously
they are independently operated and are invoiced separately for the City services that are
required.
In response to questions, Ms. Tong advised she applied for a grant from the City of Waterloo in
the amount of $7,000. and was awarded a grant of $2,000.
Questions were raised regarding the costs of City services associated with the event. Mr.
Young advised that the largest expense for the festival related to the rental of facility space,
noting the group has requested a number of meeting rooms, including the Rotunda, for the
event. He further advised the second largest expense relates to the staffing required to assist
the organizers throughout the operation of the Festival.
A motion was brought forward by Councillor S. Davey to increase the grant amount for the
Summer Lights Festival from the recommended $2,000. (in-kind) to $4,000. (in-kind).
At the request of Councillor S. Marsh the Committee agreed to amend the recommendation to
include direction to staff to work with Altekrea / festival of alternative creation to examine ways
to reduce the City’s fees related to the festival.

voting in opposition. Councillors Z. Janecki and F. Etherington were absent and accordingly

Councillor K. Galloway-Sealock advised the Coalition of Muslim Women of Kitchener-Waterloo
had registered to be a delegation this date to address their Tier 2 grant request but were no
longer able to be in attendance. She referred to their grant appeal outlined in the Appendix of
Report CSD-16-014 and requested a motion on their appeal.
A motion was brought forward by Councillor S. Davey to approve the Peer & Staff Review
Committee’s recommendation for a Tier 2 Community Grant in the amount of $3,000. ($1,000
cash; $2,000. in-kind) for the Coalition of Muslim Women of Kitchener-Waterloo.

Cambridge, Kitchener, Waterloo & Area, and was advised that she was not in attendance this
date.

it was resolved:
“That 2016 Community Grants Tier 2 be approved, as outlined in Appendix ‘B’ of
Community Services Department report CSD-16-014, save and except for the following:
a. That the 2016 Community Grant Tier 2 to Inter Arts Matrix be increased from
$5,000. (cash) to $7,000. (cash); and
b. That the 2016 Community Grant Tier 2 to Summer Lights Festival be increased
from $7,000 ($2,000 cash; $5,000 in-kind) to $8,000. ($3,000. cash and $5,000
in-kind); and,
c. That the 2016 Community Grant Tier 2 to Altekrea / festival of alternative creation
be increased from $2,000 (in-kind) to $4,000. (in-kind), and that staff be directed
to work with the festival organizers to look for ways to reduce the City’s in kind
fees related to the festival; and,
d. That consideration of a 2016 Community Grant Tier 2 for the AIDS Committee of

Cambridge, Kitchener-Waterloo & Area in the amount of $100. (in-kind)
referred to the March 21, 2016 Council meeting,
to allow the appellant an
opportunity to appear; and further,
That the following organizations be approved to move to the Tier 1 grant process

The Committee recessed at 4:06 p.m. and reconvened at 4:11 p.m., Chaired by Councillor D.
Schnider with all members present except for Councillor Z. Janecki and F. Etherington.
INS-16-020 - TRAFFIC CALMING PRIORITY - 2016
13.
The Committee considered Infrastructure Services Department report INS-16-020, dated
February 16, 2016 regarding the traffic calming reviews proposed for 2016. In addition, the
Committee was in receipt this date of a written submission from Mr. R. Haalboom regarding
the proposed traffic calming review for Doon Mills Drive.
In response to questions, Mr. Carmichael advised he was unsure this date why the traffic data
pertaining to David Bergey Drive was outdated; he noted the streets on the traffic calming
priority list were supposed to be reviewed every year once a complaint had been logged.
Councillor K. Galloway-Sealock questioned once the counts were updated whether staff
believed there would be any changes to the data from previous years. In response, Mr.
Carmichael noted it was likely there was an increase in the volume of traffic but the speeds on
the road would likely stay the same.
Councillor K. Galloway-Sealock brought forward a motion to approve traffic calming reviews on
David Bergey Drive (between Ottawa Street and Activa Avenue); Doon Mills Drive (between
Tilt Drive and Doon South Drive); and, Sims Estate Drive (between Fairway Road North and
Tremaine Drive), pending a review of the traffic conditions on David Bergey Drive to confirm its

priority ranking status, indicating if the priority status dropped below #7 on the list, staff would
proceed with the recommendation as outlined in Report INS-16-020.

On motion by Councillor K. Galloway-Sealock -
it was resolved:
“That traffic calming reviews, as outlined in Infrastructure Services Department report
INS-16-020, be initiated in 2016 for the following streets:
David Bergey Drive – between Ottawa Street and Activa Avenue;
Doon Mills Drive – between Tilt Drive and Doon South Drive; and,
Sims Estate Drive – between Fairway Road North and Tremaine Drive; and
further,
That when traffic data is updated in spring 2016 for David Bergey Drive, if its rating falls
below #7 on the traffic calming priority list, than staff shall proceed with a traffic calming
review of Karn Street (between Westmount Road West and Belmont Avenue West), in
place of David Bergey Drive.”
Councillor K. Galloway-Sealock resumed the Chair at this time.
INS-16-018 - DRINKING WATER QUALITY MANAGEMENT STANDARD (DWQMS)

- MANAGEMENT REVIEW 2015 SUMMARY
The Committee considered Infrastructure Services Department report INS-16-018, dated
February 17, 2016 regarding the Drinking Water Quality Management Standard (DWQMS),
Management Review 2015 Summary. Mr. M. Ryan was in attendance and responded to
questions.
On motion by Councillor S. Davey -
it was resolved:
“That the annual Management Review Summary for 2015 be received for information in
accordance with the requirements of the Drinking Water Quality Management Standard
(DWQMS) under the Safe Drinking Water Act, 2002, as outlined in Infrastructure
Services Department report INS-16-018.”
