SUBJECT: Corporate Policy Review – Repeal of “No Longer Required”
Policies

RECOMMENDATION:
That the corporate policies listed in ‘Appendix A’ as attached to staff report FCS-
16-001 be repealed.
BACKGROUND:
On November 16, 2015, Council ratified a corporate policy review process and work
plan as outlined in staff report FCS-15-142. Council also approved a master policy
which provides a framework for the City to govern the development, review and
maintenance of corporate policies to ensure currency and relevancy in the future.
As part of the review process, each Director/DCAO reviewed a list of policies relating to
their area (i.e., Department/Division-Owned) and categorized them in one of four ways:
Fine;
Housekeeping edits required;
Substantial edits required; or
No longer required (i.e. should be repealed)
The next step in the Council-approved corporate policy review process is to recommend
for Council’s approval the repeal of those policies identified as “No Longer Required”.

REPORT:
After identifying those policies which are “No Longer Required”, each Director/DCAO
was required to provide a reason for why those policies should be repealed. The
reasons provided are as follows:
1. Program or program funding no longer exists (4 policies).
2. Regulation or legislation is already in place (12 policies).
3. Policy has been replaced with another policy (1 policy).
4. Policy conflicts with another policy (0 policies).
5. Policy found redundant, outmoded or dysfunctional (23 policies).
In addition to providing a reason for why each policy is “No Longer Required”, the
Directors/DCAOs have provided a short explanation for each policy to provide
background regarding the purpose and/or history of the policy and to further inform
Council as to why staff deem it is valid to repeal these policies. A list of these policies is
attached as ‘Appendix A’. Policies which need to be amended or repealed and replaced
are not included in ‘Appendix A’; these will be brought forward to Council in due course.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
None.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the City’s website with the agenda in
advance of the council / committee meeting.
CONSULT – Various internal stakeholders have been consulted with respect to the
categorizing of policies.
