BACKGROUND: Westheights Drive is a major collector roadway with primarily residential land use in the area of Highland Road West. In response to a request from an area citizen, on-street parking regulations have been reviewed. REPORT: Currently, on-street parking is permitted on both sides of Westheights Drive between Westview Crescent and Broken Oak Crescent for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Services has received a request to review the existing on-street parking regulations. The concerns cited were related to parked vehicles along Westheights Drive, and the curvature of the roadway, both resulting in obstructed sightline visibility for motorists egressing from Putnam Place. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 1 - 1 Transportation Services has reviewed the request and has concluded that parked vehicles along the east side of Westheights Drive significantly obstructs sightline visibility for motorists egressing Putnam Place. It should be noted that this section of Westheights Drive has an annual average daily traffic of 4697 vehicles per day. The traffic volume, combined with limited visibility caused by parked vehicles, may create a safety concern for motorists. Transportation Services is recommending that on-street parking be prohibited at any time on the east side of Westheights Drive from a point 27 metres southof Putnam Place to a point 29 metres northof Putnam Place.This would result in the loss of approximately six (6) legal parking spaces. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the c vision through the delivery of core service. FINANCIAL IMPLICATIONS: The approximate cost for implementing 400 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM of the council / committee meeting. Residents were made aware of the proposed changes to prohibit on-street parking in this section of Westheights Drive through a mail out sent in February 2016.
