HomeMy WebLinkAboutHuman Resources City of Kitchener Corporate Archives Human Resources fonds 1854-2014 Prepared by: Hilda Sturm July 2014 HUMAN RESOURCES fonds - 1854-2016. – 2m of textual records, 2.5m of photographs, slides and negatives and 1 artifact. The Human Resources division at the City of Kitchener focuses on developing a public service workforce committed to outstanding performance. The division offers services for employees that include training and staff development, employee relations, recruitment and job retention, health and safety and benefits and organization planning. HR also develops policies, procedures and practices. Within Human Resources are functions that support all employees throughout the organization. Council approved polices are developed and maintained to ensure uniformity in the administration. All policies are applicable to all staff unless superseded by provisions within a collection agreement. The City of Kitchener employees are part of five Union groups, as well as one Non-union group. HR staff administers seven collective agreements with the Unions and also negotiates processes for collective bargaining and administers latter steps of the grievance procedures. The Locals are: Local 68 Civic Unit, Local 68 Mechanic Unit, CUPE 791, Local 636 IPEW, 9000 Series, Professional Firefighters Association and the Non-Union/Management group. The Health and Safety function is important to all employees. The employees and the City of Kitchener each share in the responsibility for the health and safety of all employees. Through the Corporate Health and Safety Strategy, promotion of excellence and continuous improvement of the organizations health and safety is undertaken. Complying with Legislation and establishing and maintaining programs create a safe environment. The Joint Health and Safety Committee, Vehicle & Equipment operation, legislation around Violence in the Workplace (including Ontario’s Occupational Health and Safety Act), Workplace Hazardous Material Information System (WHMIS), Workplace Safety Insurance Board (WSIB) and the ergonomic well-being of employees are all areas that Human Resource staff use to keep city employees safe. The health and well-being of employees can be assisted by the Employee Assistance Program when effects of personal, family, or work-related problems may affect their health and productivity. Confidential counselling services allow employees to discuss issues and concerns in a professional environment. Human Resources also manage the support program of pensions and benefits that are designed to provide support to employees. Salary administration is the development and implementation of compensation strategy including salary, wages and job descriptions. Learning and Development programs are provided by Human Resources for all employees. CapaCITY is the City’s corporate learning and development program that offers a wide variety of programs and courses for employees. HR supports a Learning Resource Library for employees to borrow books, videos, and dvds to help in learning. The Succession Planning program was developed to support the corporation in identifying staff who would lead the organization in the coming years. The Mentoring program links employees with another employee who had knowledge, experience or skills that the employee would like to learn about. The Buddy program is designed to help new employees transition into the organization and their team. The Tuition Assistance program gives employees the system to encourage self-development by continuing their education and receiving financial assistance. There are several recognition programs that are used by employees to recognize valuable contributions by employees. The Employees’ Choice Awards allows employees to nominate others employees or teams. The Bravo Card program allows employees to thank and or congratulate fellow employees. The Years of Service Employee Recognition program recognizes retires and employees who have 25 or more years of service, as well as current long-service employees.
