SUBJECT:
NOISE EXEMPTION REQUEST CANADIAN CANCER
SOCIETY, RELAY FOR LIFE

RECOMMENDATION:
That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be
granted to the Canadian Cancer Society, Waterloo Region Unit, for their Relay For Life
Event at Resurrection High School between the hours of 7AM on June 10, and 12PM on
June 11, 2016.
BACKGROUND:
The Waterloo Region Unit of the Canadian Cancer Society is organizing their annual Relay For
Life fundraiser at Resurrection High School on June 10 and 11, 2016. The event will take place
outside, thus they are requesting an -law (Chapter 450). A
copy of their exemption request is attached.
REPORT:
This fundraising event has happened for several years at local high schools. It has been held at
Resurrection High School over the past 6 years.Cancer Society staff do recall there being a
concern raised by an area resident prior to the event that was held in 2011. They monitored the
noise from the area in question and indicate that they did not receive a complaint.In

notices to the homes surrounding the school to notify the residents of the event.
In addition, the By-Law Enforcement office did receive 1 concern from an area resident prior to

the adjacent neighbourhood. The concern was communicated to the Cancer Society, who
worked to implement some measures to reduce the noise impact by placing their speaker
system appropriately. By-Law Enforcement followed up with area resident after the event took
place and they advised that the noise levels were tolerable during the event.

The Cancer Society has committed to setting up their equipment in the same location as last
year in order to help mitigate the noise. The By Law Enforcement office confirmed that the live
bandswill not be performing after 11pm and that only pre-recorded music will be played during
the overnight hours.

The aforementioned amendments support the Community Priority of Quality of Life, as

The Canadian Cancer Society will ensure that the adjacent neighbourhood is apprised of the
event in advance of the event date.
