Monday to Friday from September 1 to June 30 on the north side (odd-numbered side) of Askin Place from 15 metres west of Bradley Drive to a point 95 metres west thereof; and further, That the Uniform Traffic Bylaw be amended accordingly. BACKGROUND: Askin Place is a local roadway in Ward 2 with primarily residential land use. In response to a request, on-street parking regulations have been reviewed. REPORT: Currently on-street parking is permitted on both sides of Askin Place for a maximum period of three consecutive hours,as outlined inthe City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Services received a request to review the existing on-street parking regulations. The request cited potential hazardous conditions attributed to parked vehicles along both sides of Askin Place in the vicinity of Bradley Drive and suggested *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 2 - 1 the installation of no stopping signs on one side of the street. This problem is primarily the result of school related use. Franklin Public School, a junior kindergarten to grade 6 school is located on Franklin Street. Parents routinely park their vehicles on both sides of Askin Place to pick up or drop of students at bell times. All households on Askin Place as well as the adjacent home at 16 Bradley Drive were surveyed on this proposed parking regulation change in March 2016. The results of the survey are as follows: Install No Stopping 8:00 a.m. to 9:30 a.m. 2:30 p.m. to 4:30 p.m. 15 (88%) of Monday to Friday on the north side (odd number side) . Askin Place from Bradley Drive to between 15 and 39 Askin Place In favour of leaving the current regulation as is: 2 (12%) TOTAL 17 out of 23 - (74% responded) As indicated above, 15 out of 17 respondents, or 88%, are in favour of installing the no stopping regulation as indicated above. Further, many of the respondents indicated issues with traffic safety and access at the intersection of Askin Place and Bradley Drive itself. The General Provisions of the Uniform Traffic By-Law allow for the installation of no parking anytime signs within 15 metres of any intersection. In this case, in order to provide continuity of enforcement and to lessen any confusion, it is recommended that no stopping anytime signs be installed in lieu of the no parking signs on both sides of Askin Place within 15 metres of the intersection of Bradley Drive. The prohibition of stopping in this area will provide safer traffic operations and better vehicular access for residents. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the c vision through the delivery of core service. FINANCIAL IMPLICATIONS: The approximate cost for implementing no stopping600 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM This report has been posted to the ciadvance of the council / committee meeting. The constituents were made aware of the proposed changes to prohibit stopping in this section of Askin Place. 2 - 2 CONSULT - Residents were surveyed regarding this proposed stopping regulation change through a mail out sent in March 2016.
