Reg 170/03 Schedule 22 of the Safe Drinking Water Act. That the 2015 City of Waterloo Drinking Water Summary Report be received for information as required by O. Reg 170/03 Schedule 22 of the Safe Drinking Water Act. BACKGROUND: As outlined in Schedule 22 of the Drinking Water Systems Regulation (O.Reg.170/03) of the Safe Drinking Water Act, 2002, a summary report is to be prepared and given to the members of the municipal council. Drinking water is provided to a portion of the City of Kitchenerthrough the City of Waterloo’s drinking water distribution system. Yours truly, Denise McGoldrick Director of Water Services Tel: 519-886-2310 ext. 30227 Email: Denise.McGoldrick@waterloo.ca Attachments: 2015 Summary Report for Drinking Water Systems CC: Natasha Glauser, QMS Representative, City of Waterloo File: Regulatory Permits/MOE/Annual Reports/Summary Reports 3 - 46 2015Summary Report for Drinking Water Systems 1.0Introduction Schedule 22 of Ontario Regulation 170/03 requires, for large municipal residential systems, that a Summary Report be preparedand submitted to members of municipal council by March 31, 2016 for the period of January 1 to December 31, 2015. 2.0Applicable Legislation Requirements for owning and operating Waterloo’s drinking water system are identified within the Safe Drinking Water Act, 2002 (SDWA), its applicable regulations and its approval mechanisms, as seen in the figure below. Figure 1: Applicable Legislation The Ministry of the Environment and Climate Change (MOECC) “Drinking Water Ontario” website provides the most current versions of the SDWA and its regulations. 3 - 47 3.0Statement of Compliance Compliance with these requirements is evaluated through an annual drinking water inspection by the MOECC.On October 14, 2015, the MOECC conducted an unannounced inspection of the drinking water distribution system. The primary focus of this inspection was to confirm compliance with MOECC legislation and authorizing documents such as Orders and Certificates of Approval, as well as evaluating conformance with Ministry drinking water related policies and guidelines during the inspection period. The inspection period was from October 16, 2014to October 14, 2015. There were no non-compliances with regulatory requirements. The best practice recommendations were as follows: 1.That the new Manager of Water Operations and Maintenance be added to the manual as an emergency contact; this recommendation has been completed. 2.That the Form 1 documents include greater detail surrounding the locations of the affected areas, so as to better allow for future tracking of information and site plan updating; this recommendation is in the process of being completed. 3.It is requested that a report detailing the two unauthorized valve access incidents by uncertified operators/contractors involved in the LRT construction be submitted in written form to the City’s assigned MOECC Environmental Officer; this recommendation has been completed. The City of Waterloo received a final inspection rating of 100%. 3 - 48 4.0Summary of Quantitiesand Flow Rates 4.1Quantities From January 1 to December 31, 2015, the City received a total of 12,083,758cubic meters of water from the Region of Waterloo. The month with the highest total consumption was May;Decemberhad the lowest total consumption.The following figure is a summary of the quantities, including daily average and maximum dailyusagefor each month: Figure 1: Total Water Consumption by Month 3 - 49 The trend for the past ten years shows there is an overall decline in total water consumption with 2007 havingthe highest total consumptionand 2010 havingthe lowest total consumption.The following graphshows the trend of water consumption from 2006 to 2015: Figure 2: Total Water Consumption by Year 4.2FlowRates As per the City’s Drinking Water Works Permit, rated capacity and flow rates refer to treatment subsystems; as a distribution system only, this does not apply to the City’s drinking water system. The Region of Waterloo is required to report on the rated capacity and flow rates of the supply system via the Summary Report to Regional Council. 5.0Communication Since the City’s distribution system supplies parts of the City of Kitchener and the Township of Woolwich with drinking water, a copy of the 2015 Summary Report will be provided to each municipality. Additionally, a copy will be provided to the Region of Waterloo. All copies will be provided by March 31, 2016. 3 - 50
