SUBJECT: Extension of purchase order to procure Wi-Fi network equipment
for Canada 150 Public Wi-Fi Access project.

RECOMMENDATION:
That network hardware
(Softchoice LP) be extended by $175,000 plus HST to provide Wi-Fi hardware
components to enable provisioning of public Wi-Fi services at the Kitchener
Memorial Auditorium as part of the Canada 150 grant program; and,
That staff be authorized to further extend the
of Record for network hardware (Softchoice LP) to a maximum of $150,000 plus
HST to procure wireless network hardware for the remaining Canada 150 sites to
be outfitted in the Canada 150 Public Wi-Fi Expansion project.
BACKGROUND:
In 2010, the City awarded aproposal to Softchoice LP to upgrade the
telecommunications and data network to establish a fully integrated single platform
communications network.Softchoice LP was also made the Vendor of Record for an
initial 10 year term, with an option to renew for an additional five year term.From 2010
2013, the City worked with Softchoice LP to implement a converged network platform
that supports Cisco Voice over Internet Protocol (VoIP) telephone system and
data networking needs. The network has been a great success and has
enabled the provision of new services such as free public Wi-Fi. The City is under
contract to use Softchoice as our established Vendor of Record for network and
telecommunications equipment purchased as part of the 2010 RFP award.

Infrastructure Program (CIP 150) to expand our current public Wi-Fi infrastructure. The
City was notified that the proposed project was accepted for funding and allocations
were made in the 2016 budget to fund the required City portion of the project. The
project will take place from July 1, 2016 June 30, 2017 as per the project application
requirements.
The project will facilitate the installation of Wi-Fi Internet service throughout the
Kitchener Memorial Auditorium, Victoria Park, McLennan Park, and Carl Zehr Square.
Staff are investigating innovative ways to stretch the funding to provide the maximum
benefit to citizens through this funding opportunity and install Wi-Fi Internet services in
as many public areas as possible.
Implementation of wireless will bring the following benefits:
Attract business and community focused events that rely on wireless Internet
connectivity.
It will also assist the City in boosting rental incomes for facilities.
The City of Kitchener has a booming tech industry and Wi-Fi public Internet is
becoming an expectation for rental facilities.
This project will modernize City facilities and public spaces by providing Wi-Fi
public Internet infrastructure.
The installation of public Wi-Fi Internet will connect residents, further enable
digital government and increase digital literacy among Canadians using our
public facilities.
REPORT:
The KitchenerMemorial Auditorium (KMA) is an important facility that host sporting
events, shows and events of both a private and public nature. The project includes the
planning and installation of wired and Wi-Fi network infrastructure to enable publicly
available Wi-Fi Internet services at KMA.High level scope of work is as follows:
Installation of four racks and related wired network equipment in the building to
support the Wi-Fi infrastructure
Installation of fiber optic cables to connect the racks
Installation of Wi-Fi access points in strategic areas as identified by the facility
manager
Installation of a Wi-Fi controller to manage the access points
Configuration of all wired and Wi-Fi networking components
The KMA installation has been prioritized in order to be completed in July 2016 when
the facility event schedule allows for the work to be completed and to also fit within the
Canada 150 funding window.

Staff have worked closely with Softchoice LP as established Vendor of
Record to review wireless options and have developed a detailed component parts list
for the KMA portion of the project.Staff continue to plan the installation of Wi-Fi at the
other identified sites and will develop detailed lists of equipment and implementation
plans concurrently. The additional $150,000 purchase authorization requested will be
used to procure network equipment for the remaining sites.

FINANCIAL IMPLICATIONS:
The total maximum cost of the installation as outlined above is $375,000 plus HST.A
specific project budget was set up for the Canada 150 Wi-Fi expansion project and
funding was approved through the 2016 capital budget process. All project costs will
be settled to this project account. The project is funded as follows:
Canada 150 Community Infrastructure Program Funding $250,000
approved in 2016 Budget $250,000
Total Canada 150 Wi-Fi Expansion Project Budget $500,000
The costs of ongoing annual maintenance for these new components will be funded
from the Telephone and Computer Reserve Fund.
