SUBJECT: REQUEST TO OPERATE HOT DOG CARTS AT 273 STOKE DRIVE
AND 112 WEXFORD CRESCENT DURING ANNUAL COMMUNITY
GARAGE SALE MAY 7, 2016

RECOMMENDATION:
That permission be granted to Mr. Les Halat to operate a hot dog cart at 273 Stoke
Drive and 112 Wexford Crescent during the annual Community Garage Sale on
May 7, 2016, provided the necessary Special Event licence is obtained by the
applicant including Waterloo Regional Health approval and avalid Propane Fitter
Inspection report.
BACKGROUND:
Municipal Code Chapter 586 - Refreshment Vehicles regulates the operation of Special
Events that have refreshment vehicles participating at them within the City of Kitchener.
The Licence requirement relates to having the ability to inspect refreshment vehicles
and require that minimum health and safety standards met for the protection of
consumers. A Special Event licence is required when refreshment vehicles are a part of
an event held either as a community, social, sporting, cultural group celebration, grand
opening of a commercial business or other similar event.
REPORT:
A request has been received from Les Halat for permission to operate two hot dog carts
during a community garage sale event held in the area of Stoke Drive. The garage sale
usually operates from 7:00 a.m. to 2:00 p.m. Mr. Halat has received permission from
the homeowners at 273 Stoke Drive and 112 Wexford Crescent to locate his carts on
their driveways during the day of the sale. As this is a residential area it would normally
not permit a refreshment vehicle operation. Council has approved request
to operate for the past several years and there have been no complaints received by
Licensing or Bylaw Enforcement.
