Window and door replacement
RECOMMENDATION:
THAT pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application
HPA-2016-IV-004be approved to permit window and door replacement on the property
municipally addressed as 171 Frederick Street, in accordance with the plans and
supplementary information submitted with the application.

BACKGROUND:
The Community Services Department is in receipt of Heritage Permit Application HPA-2016-IV-
004 which is seeking permission to permit window and door replacementat the property
municipally addressed as 171 Frederick Street, alsoknown as Suddaby Public School.
REPORT:
The subject property is located on the south side of Frederick Street between Irwin Street and
Lancaster Street East. The property is designated under Part IV of the Ontario Heritage Act.
Originally called Central School when it opened on this site in 1857,it was the first permanent
common (or public) school in the Town of Berlin.The school was renamed after long-time principal
Jeremiah Suddaby. The central part of the school containing the general purpose room is dated to
1876, with 1922 additions at front and back.

Reasons for Designation
Designation By-law 80-216 identifies the following external Suddaby School heritage elements
as reasons for designation:
the façade of the school.
As such, issuance of a Heritage Permit is required to carry out any alterations to the exterior of
the building.
Window Replacement
The application proposes to replace the existing windows on the rear sides and rear of the
building.Some of these are from the 1876 period, some from 1922, and several from the 1980s.
The applicant explains that the existing

New wood windows with thermal panes and simulated divided lites will be installed in the
existing wood framing in the existingmasonry openingsusing the existing sills. The new
windows will be the same style (sash or casement) as the originals, with the same proportions
and number of lites, painted in the same colour (white).
Door Replacement
The application also proposes to replace an existing 1995 aluminum door on the rear façade
with a new thermally broken wood door with insulated glazing.
In reviewing the merits of the application, Heritage Planning staff note the following:
subject property is designated under Part IV of the Ontario Heritage Act, with the façade
of the schoolidentified as the heritage elements;
most of the windows to be replaced range in age from 140 to 94yearsold;

replacements will occur in the rear sides and rear of the building;
proposed new woodwindows with thermal panes and simulated divided lites will mimic
the same style, size, colour and proportion of the original windows;
they will be installed in the existing wood framing in the same size masonry openings
using the existing sills;
replacement ofan existing 1995 aluminum door on the rear façade with a new thermally
broken wood door with insulated glazing is in keeping with the style of the building;and
installation of replacement wood windows and a door will not adversely affect thethe
character of the propertynor the façade of the building as seen from Frederick Street.
In accordance with the Heritage Permit Application form, the approval of an application under the
Ontario Heritage Act shall not be a waiver of any of the provisions of any by-law of the City of
Kitchener or legislation, including, but not limited to, the requirements of the Ontario Building Code
and Zoning By-law. In this regard, staff confirm that a Building Permit is not required to install new
windows.
