Location Map: 1221 Doon Village Road 2 - 1 BACKGROUND: The Community Services Department is in receipt of Heritage Permit Application HPA-2016-V- 007 which is seeking permission to install a new roofat the property municipally addressed as 1221 Doon Village Road. REPORT: The subject property is located on the south side of Doon Village Road to the east of Wilfong Drive, within the Upper Doon Heritage Conservation District (UDHCD), which is designated under Part V of the Ontario Heritage Act. The subject property is identified as a Historic or A the UDHCD. The District Plan describes the building as constructed in 1853 by the Perine brothers as part of their flax and twine enterprises. This substantial two-storey brick building with gable end to the street includes boxed cornices, planked soffit and frieze, with decorative brackets in the gable peak. 1221 Doon Village Road front and side elevations Upper Doon Heritage Conservation District Plan The UDHCD Plan advises that Historic are considered a valuable and integral part of the Heritage ConservationDistrict.The intent is to conserve the ABuilding stock in its original form with a minimum of changes other than to restore the fabric back to its original condition.The Plan has a specific policyregarding roofing:original roof shapes, materials and details should be conserved. These will be removed before installation of the new shingles. Appropriate membrane, trims, starter strip, gable-end flashing, galvanized fasteners and ridge venting will be installed to ensure a long life for the new roof. The original rough-base roof boards, boxed cornices, planked soffit and frieze, with decorative brackets in the gable peak will remain. In reviewing the merits of the application, Heritage Planning staff note the following: subject AUDHCD; existing asphalt shingles are no longer able to adequately shed water and are leaking in several places; non-original asphalt roofing will be removed and replaced with a complementary steel roofing material that replicates taper sawn cedar shakes, in a grey/brown colour; appropriate installation method will ensure a long life for the new roof; original architectural features will remain;and installation of new roofingwill not detract from the character of the Upper Doon Heritage Conservation District,the integrity of the Doon Village Roadstreetscapenor the character of the property. In accordance with the Heritage Permit Application form, the approval of an application under the Ontario Heritage Act shall not be a waiver of any of the provisions of any by-law of the City of Kitchener or legislation, including, but not limited to, the requirements of the Ontario Building Code and Zoning By-law. In this regard, staff confirm that a Building Permit is not required to install a new steel roof. 2 - 3 ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the through the delivery of core service.
