SUBJECT: KW WOODWORKING & CRAFT CENTRE (KWW&CC)
AGREEMENT RENEWAL

RECOMMENDATION:
THAT the Mayor and Clerk be authorized to enter into a five year funding
agreement with the Kitchener-Waterloo Woodworking and Craft Centre Inc. and
The Corporation of the City of Waterloo, to provide funding for operating a
woodworking and craft centre, said agreement to be subject to the satisfaction of
the city solicitor.
BACKGROUND:
Older adults are the fastest growing demographic in Canada. Statistics Canada
estimates that the proportion of Canadians age 65 and older will grow from one in seven
Canadians in 2011 to approximately one in four by 2035 (Federation of Canadian
Municipalities, 2013). Kitchener is not excluded from this trend and will see a dramatic
people over 50 years of age will represent 35.4% (n=108,000) of the population in
Kitchener. Those over 65 years of age will represent approximately 20% of the
population (n=61,000).
In July 2005, Council approved the development of ashared services partnership
between the City of Kitchener, the City of Waterloo and the Kitchener Woodworking and
Craft Centre (KWW&CC) for the purposes of a Woodworking and Craft Centre at the
J.G. Group of Companies located at 173 Roger Street in Waterloo. This included a
three party (10 year) lease agreement that expires in May 2016.

Since opening its doors, the Board of Directors and the centre volunteers have more
than exceeded project proposal targets as they relate to paid memberships,funding
from community grant programs, volunteer hour contributions, hours of centre operation
and community interest and engagement. The KWW&CC welcomes centre hobbyists
of all ages who have varying degrees of experience in woodworking.
REPORT:
In November 2015, the Board was notified that a long term lease renewal at the current
property would not be possible. As a result, the Board developed a committee and
retained a Real Estate Advisor to assist the Directors in researching and negotiating
leasing options at alternative commercial locations in the Kitchener Waterloo area.
In order to proceed with lease negotiations,the Board of
Directors is seeking a five year extension to the current agreement from both
municipalities. This commitment from the municipalities is necessary as the Board is
unable to negotiate or finalize a lease without confirmation of financial support. The City
of Waterloo, through its operating budget cycle has approved annual funding for three
years (2016 to 2018)and is researching funding extension opportunities for the
remaining two years.

2016 represents the 10 year that the municipalities have contributed to the
lease costs. In 2016, the City of Kitchener approved $55,403 and the City of Waterloo
approved $32,000.
Upon finalizing a new lease, an updated funding agreement between the KWW&CC and
the Corporation will be forwarded to the Mayor and Clerk for approval.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
vision through the delivery of effective and efficient services as well as contributing to
safe and thriving neighbourhoods.This project represents a successful shared services
project between both municipalities and provides a unique and affordable service to
residents of both cities.
FINANCIAL IMPLICATIONS:
The City of Kitchener has provided annual funding to the KW Woodworking and Craft
Centre for ten years (2006 to 2016). Should Council approve this recommendation,
pending lease finalization, funding would continue for five years to a maximum of the
current level ($55,403 per year, exclusive of HST) subject to lease details.

COMMUNITY ENGAGEMENT:
Municipal staff, the Board of Directors and the centre volunteers have been working
organization andconsults with its centre membership according to its own by-laws and
operational processes and procedures.
