The request for the noise by-law exemption is between the hours of 7:00 p.m. and 7:00 a.m. for the period June 13 to September 30, 2016. BACKGROUND: The Region of Waterloo is planning a project that involves the construction of new twin box culverts in Strasburg Creek under Fischer Hallman Road, the installation of a temporary watermain to facilitate the culvert construction, as well as a new sanitary sewer under the box culverts for the City of Kitchener. This project is required to permit land developments to proceed for approval. REPORT: Work within Strasburg Creek, as advised by the Ministry of Natural Resources, is restricted to the period of July 15 to September 30, 2016. In order to fully utilize this time effectively during normal hours the contract will need to commence the dewatering of the area groundwater in advance of the July 15, 2016 date. The dewatering process will require continuous 24 hours per day, 7 days per week pumping to initially lower the groundwater table, then maintain it until dewatering is no longer required. It is anticipated that the dewatering process could commence as early as June 13, 2016 subject to construction start dates. The Region has specified that the contractor arrange for a hydro-electric service to run all pumps but will require a gas/diesel backup generator in case of a power outage. As well, the contractor will be required to construct a temporary trunk watermain to replace the existing Regional trunk watermain that cannot be adequately supported during the construction of the culvert. As this watermain is the only water supply line to the residential area south of the work zone, an overnight shutdown (approximately 11:00 p.m. to 7:00 p.m.) will be required on at least two different occasions. The first shutdown overnight involves cutting the existing watermain to connect to a realigned temporary watermain running under the box culverts. The second shutdown at a later date is required to reconnect the replacement watermain back in its original location after the box culverts have been completed. Both overnight works will include heavy equipment, an excavator to lift,place and remove the concrete blocks for thrust protection, backfilling with a loader, compaction of granulars, operation of gas cut off saws, equipment back up alarms, use of portable lighting, operation of waster valves and blowing off the water at fire hydrants both north and south of Strasburg Creek. It is intended that the contractor supply two separate crews to work at each end where the reconnections are required to expedite the work and allow for time to address any issues that may arise so that the water supply is back in operation by the morning. In addition to the normal preconstruction notification letter sent by the Region the contractor will provide a minimum of 24 hours notice of the overnight work. The preconstruction notices will include key contact information for adjacent property owners to call for any concerns including within the 400 metre radius with the closest home adjacent to Strasburg Creek to be permanently vacated by June 1, 2016 as advised by Schlegel Developments. Notification will be sent to residents by the Region within 400 metres radius of the work zone as per the City of Kitchener noise impact notifications process.
