Location Map: 171 Frederick Street 1 - 1 BACKGROUND: The Community Services Department is in receipt of Heritage Permit Application HPA-2016-IV- 004 which is seeking permission to permitwindow and door replacementat the property municipally addressed as 171 Frederick Street, alsoknown as Suddaby Public School. REPORT: The subject property is located on the south side of Frederick Street between Irwin Street and Lancaster Street East. The property is designated under Part IV of the Ontario Heritage Act. Originally called Central School when it opened on this site in 1857,it was the first permanent common (or public) school in the Town of Berlin.The school was renamed after long-time principal Jeremiah Suddaby. The central part of the school containing the general purpose room is dated to 1876, with 1922 additions at front and back. Suddaby Public School Frederick Street elevation Reasons for Designation Designation By-law 80-216 identifies the following external Suddaby School heritage elements as reasons for designation: the façade of the school. As such, issuance of a Heritage Permit is required to carry out any alterations to the exterior of the building. Window Replacement The application proposes to replace some of the existing wood windows on the rear sides and rear of the building.Some of these windows are from the 1876 period, some from 1922, and several from the 1980s. difficult. Increased energy efficiency and durability of the windows, as this section of the school is a gym, are goals of the project. Some windows will be fixed and others operable. The new windows will be the same style (sash or casement) as the originals, with the same proportions and number of lites, utilizing the existing mullions between multiple sets of windows, in the same colour (white) series by Apogee Wausau Group promotes the replication of character defining features such as variously shaped perimeter glazing rebates (or rabbets, which hold the glass in the window frame) to match the existing putty-glazed windows andatruedivided lite muntin grid system. The existing 20-year-old upper level aluminum windows of the gym will be repaired. The repairs will not adversely affect the heritage values of these windows. The Standards and Guidelines for the Conservation of Historic Places in Canadaprovidesthe following recommended guideline for window rehabilitation projects: 1 - 3 eplacingin kind irreparable windows, doors. . . based on physical and documentary evidence. If using the same materials and design details is not technically or economically feasible, then Aluminum replacement windows for the side and rear façades have been approved in the past for this property through the Heritage Permit process. Door Replacement The application also proposes to replace an existing 1995 aluminum door on the rear façade with a new thermally broken aluminum door with insulated glazing. In reviewing the merits of the application, Heritage Planning staff note the following: subject property is designated under Part IV of the Ontario Heritage Act, with the façade of the school identified as the heritage elements; the goal of the project is to increase energy efficiency and durability of the windows; replacements will occur in the rear sides and rear of the building, not visible from Frederick Street; proposed new fixed or operable thermally broken aluminum windows with insulated glazing will mimic the same style, size, colour and proportion of the original windows; tobe installed in existing wood framing and masonry openings using the existing sills; the window manufacturer promotes replication of character defining features such as variously shaped perimeter glazing rebates to match the existing putty-glazed windows and a true divided lite muntin grid system; replacement of an existing 1995 aluminum door on the rear façade with a new thermally broken aluminum door with insulated glazing will provide greater energy efficiency;and installation of replacement aluminum windows and a door will not adversely affect the character of the propertynor the façade of the building as seen from Frederick Street. In accordance with the Heritage Permit Application form, the approval of an application under the Ontario Heritage Act shall not be a waiver of any of the provisions of any by-law of the City of Kitchener or legislation, including, but not limited to, the requirements of the Ontario Building Code and Zoning By-law.
