Masonry repair/repointing
RECOMMENDATION:
THAT pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application
HPA-2016-IV-009 be approved to permit masonry repair and repointing on the property
municipally addressed as 122 Frederick Street, in accordance with the plans and
supplementary information submitted with the application.

BACKGROUND:
The Community Services Department is in receipt of Heritage Permit Application HPA-2016-IV-
009 which is seeking permission to repair and repoint masonryat the property municipally
addressed as 122Frederick Street,the former County of WaterlooRegistry Office, alsoknown
asthe Registry Theatre.The building is owned by the City of Kitchener.
REPORT:
The subject property is located on the north side of Frederick Street between Weber Street East
andSpetz Street. The property is designated under Part IV of the Ontario Heritage Act.Built in
1937 by Dunker Construction,the building is a well preserved and outstanding example of Art
Deco architecture.

Reasons for Designation
Designation By-law 91-115 identifies the following external heritage elements as reasons for
designation:
all elevations and rooflines;
limestone parapets;
all window opening, limestone spandrels, lintels and sills, and metal muntins;
main entrance, including limestone steps, light standards, double-leaf bronze and glass
doors, shaped and decorated lintel, limestone architrave and mosaic with County of
Waterloo, City of Kitchener and City of Galt crests/seals.
As such, issuance of a Heritage Permit is required to carry out any alterations to the exterior of
the building, including repairs which may impact heritage attributes.
Masonry repair/repointing
The applicant proposes to repoint the brick veneer on the front and side parapet walls, and in
several other places, and repair several cracked/broken limestone wall panels and two
limestone steps.

The Standards and Guidelines for the Conservation of Historic Places in
Canadaprovides the following recommended guidelinesfor masonryrestorationprojects:
repairingmasonry by repointing the mortar joints where there is evidence of
deterioration, such as disintegrating or cracked mortar, loose bricks, or damp walls; and
usingmortars that ensure the long-term preservation of the masonry assembly, and are
compatible in strength, porosity, absorption and vapour permeability with the existing
masonry units; . . . and the joint profile should be visually compatible with the masonry in
colour, texture and width.
Heritage Planning staff have reviewed the drawings and specifications for the work and note
that they follow good heritage conservation practices.

In reviewing the merits of the application, Heritage Planning staff note the following:
subject property is designated under Part IV of the Ontario Heritage Act, with all
elevations, including the limestone steps,identified as heritage elements;
proposed masonry repair and repointingwill extend the life the building;
method of repointing and repair followsgood heritage conservation practices;and
masonry repair and repointing will not adversely affect thethe character of the property
nor the façade of the building.
In accordance with the Heritage Permit Application form, the approval of an application under the
Ontario Heritage Act shall not be a waiver of any of the provisions of any by-law of the City of
Kitchener or legislation, including, but not limited to, the requirements of the Ontario Building Code
and Zoning By-law. In this regard, staff confirm that a Building Permit is not required to carry out
masonry repair and repointing.
