SUBJECT: T16-044 Roof Rehabilitation Queensmount Arena

RECOMMENDATION:
That Tender T16-044 Roof Rehabilitation Queensmount Arena, be awarded to
Atlantic Roofers Ontario Ltd, Hamilton, Ontario, at their tendered price of
$120,500., plus an optional fully tapered roof overlay at $11,000., plus H.S.T. of
$17,095., for a total of $148,595.
BACKGROUND:
In August 2015, IRC Building Sciences Group, the City’s roofing consultant, performed
an assessment of the roof assembly components at Queensmount Arena, 1260
Queen’s Boulevard, which included both visible components and those revealed by core
cuts. In their report, they recommended the replacement of the flat roof portion which is
approximately 5,100 sq. ft.
The existing Polyvinyl Chloride (PVC) roof system at Queensmount Arena is
approximately fifteen (15) years old and is exhibiting signs of significant deterioration
and potential failure consistent with roofing systems approaching the end of their life
cycle.
REPORT:
Tenders were picked up by the City’s five (5) prequalified roofing contractors and by the
closing date of Thursday April 14, 2016, five (5) tenders had been received.

Adding the optional fully tapered roof overlay, did not change the ranking of the bids
received. The optional tapered roof overlay will divert all water directly to drain points in
the roof, thus removing standing water and will extend the expected life span of the roof
from ten years to fifteen years.
The tenders were reviewed by J. Cietwierkowski, IRC Building Sciences Group, the
City’s Roofing Consultant, L. Stewart, Interim Manager, Facilities Management, D.
Hanby, Supervisor Facilities Management and R. Scott, Buyer, who concur with the
above recommendation.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The net cost for this tender (A), is fair and reasonable for a project of this scope and the
upset limit is within the funding available (B) for this project. Funding for this project is
included within the approved capital budget. The estimated surplus (D) will remain
within the account to fund future roof replacements.
