HomeMy WebLinkAboutINS-16-052 - Noise Exemption - Forfar Park Wetland Retrofit and Kolb Creek Trail Construction REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: Jun 13, 2016 SUBMITTED BY: Ken Carmichael, Interim Director of Transportation Services, 519-741-2200, ext. 7372 PREPARED BY: Stephanie Brasseur, Traffic Project Coordinator 519-741-2200 ext.7373 WARD(S) INVOLVED: Ward 1 DATE OF REPORT: May 27, 2016 REPORT NO.: INS-16-052 SUBJECT: Noise Exemption Forfar Park Wetland Retrofit and Kolb Creek Trail Construction ___________________________________________________________________________ RECOMMENDATION: That the City of Kitchener and its contractor(s) be exempt from the provisions of Chapter 450 Noise of the City of Kitchener Municipal Code Article 6 Construction Work, during the Forfar Park Wetland Retrofit and Kolb Creek Trail Construction project, in the City of Kitchener. The request for the noise by-law exemption is between the hours of 7:00 p.m. and 7:00 a.m. for the period July 2 to October 7, 2016. BACKGROUND: Kolb Creek is supported by a 455 ha watershed located entirely within the City of Kitchener municipal boundaries. In 2013, the City retained consulting services to complete the Class Environmental Assessment (EA) (Aquafor Beech, 2013) to address flooding and erosion issues within the study area. The following will occur as a series of improvements within the watershed: Retrofit of the storm water management pond at the end of Manchester Road in Forfar Park Installation of a multi-use trail from Manchester Road to Rothsay Ave Widening of Kolb Creek from the new SWM pond outlet to the existing creek, about 60m Installation of lookout areas and a maintenance trail along the perimeter of the pond Installation of a pedestrian bridge over Kolb Creek along the multi-use trail. REPORT: The anticipated construction period is July 2 to October 7, 2016. In order to fully utilize this time effectively during normal hours the contractor will need to conduct dewatering of the area groundwater, which will require the 24 hour operation of pumps to redirect the water . In order to minimize the noise to the extent possible, all equipment will have noise reduction controls and located away from neighbouring properties. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: through the delivery of core service. FINANCIAL IMPLICATIONS: None. COMMUNITY ENGAGEMENT: INFORM council / committee meeting. Notification will be sent to residents by the City/contractor within 400 metres radius of the work zone as per the City of Kitchener noise impact notifications process.
