McLennan Park Upgrade; 2. Huron Natural Area - Trail Upgrade; 3. Kiwanis Pool and additional pool features; and, 4. Chandler Mowat Community Centre Building Envelope; and further, That the Deputy CAO, Finance and Corporate Services be authorized to sign Landlord Authorization forms for submissions made by The Centre in the Square and THEMUSEUM to improve a City facility. BACKGROUND: On June 6, 2016, staff presented Report FCS -16 -098 - Canada 150 Community Infrastructure Program (CIP 150) — Intake Two. The report sought Council direction with respect to projects and the associated priority order to be submitted by the City of Kitchener for consideration of funding under CIP 150 Intake Two. Staff identified six projects for Council to consider and had pre - selected McLennan Park as a priority because the current deficiencies on the great lawn require attention to return the park to normal use. The report also requested authorization for staff to sign the Landlord Authorization form required by the CIP 150 Intake Two for the application for funding of projects being proposed by The Centre in the Square and THEMUSEUM. * ** This information is available in accessible formats upon request. * ** Please call 519- 741 -2345 or TTY 1- 866 - 969 -9994 for assistance. 1. -1 On June 6, 2016 Council passed the following motion at Special Council: That the following motion be referred for consideration to the June 13, 2016 special Council meetin_g to allow for members of Council to complete a priority ranking on the four identified projects, being McLennan Park Upgrade, Huron Natural Area — Trail Upgrade, Chandler Mowat Community Centre Building Envelop and Additional Kiwanis Pool Features: "That the following projects be approved in priority sequence for consideration under the Canada 150 Community Infrastructure Program (CIP 150) — Intake Two: 1. McLennan Park Upgrade; 2. ; and, ...; and further, That the Deputy CAO, Finance and Corporate Services be authorized to sign Landlord Authorization forms for submissions made by The Centre in Square and THEMUSEUM to improve a City facility, as outlined in Finance and Corporate Services Department report FCS -16- 098." Details of the projects identified for ranking are noted in the table below. The details of the Kiwanis Pool project have been changed to include the total scope of the project including additional features. This has allowed the City to leverage the funding application to be 100% of the additional features costs. The initial plan was to request only 50% of the additional scope (additional features). 1. -2 REPORT: On June 6, 2016, each Council member individually ranked the projects that were approved to be included for consideration under CIP 150 - Intake Two. The results of the rankings are noted in the table below. Canada 150- Intake #2- Council Member Individual Priorities The values included in the table above represent the total points allocated per item First choice = 4 points, second choice = 3 points, third choice = 2 points and fourth choice =1 point McLennan Park Upgrade was the definite first choice with 43 points. Huron Natural Area — Trail Upgrade and Additional Kiwanis Pool Features were close next choices with 29 and 26 points respectively. Chandler Mowat was clearly a lower priority for Council with only 12 points. Next steps: • Staff to meet with the Region of Waterloo to confirm the best approach to the McLennan Park Upgrade application. • Staff will complete the application forms and submit prior to the June 24 deadline. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city's strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: Under a program such as the CIP 150 — Intake - Two, the City of Kitchener is able to leverage City funding to do more work than if the City were required to completely fund the project on its own. Depending on the project(s) selected by the federal government, if any, the requirement for matching funds from the City could range from $150,000 to $1.5M. City -Wide Park Improvements (Huron Natural Area & McLennan Park); 2. Kiwanis Park Pool Rehabilitation; 3. Wi -Fi and Public Internet Access Expansion; and, 4. City Hall Outdoor Space Rehabilitation.
