HomeMy WebLinkAbout2016-06-07 HERITAGE KITCHENER MINUTES JUNE 7, 2016 CITY OF KITCHENER The Heritage Kitchener Committee met this date, commencing at 4:05 p.m. Present: Mr. G. Zeilstra - Chair Councillors J. Gazzola and Z. Janecki, Ms. M. Bell, and Messrs. S. Miladinovic, S. Thomson, B. Page, S. Hamoen, S. Burrows, P. Ciuciura, and M. Timmerman. Staff: L. Drake, Neighbourhood Strategy Project Manager CSD-16-028 - HERITAGE PERMIT APPLICATION HPA-2016-IV-004 1. - 171 FREDERICK ST - REPLACE WINDOWS AND DOOR The Committee considered Community Services Department report CSD-16-028, dated May 17, 2016 recommending approval of Heritage Permit Application HPA-2016-IV-004 to permit window and door replacement at 171 Frederick Street. Ms. S. Parks presented the Report. Ms. Alison Hannay and Mr. Dale Wideman were in attendance to respond to questions regarding the window replacement at Suddaby School. Mr. Wideman explained the installation would take place in the fall as the window manufacturer required 8 weeks for delivery and timing was contingent on the approval from the Heritage Committee. With regard to the process, Ms. Parks advised that if approved by unanimous consent, the Heritage Permit Application would be approved through delegated authority. Carried Unanimously The following motion was then voted on and was . On motion by Mr. S. Miladinovic - it was resolved: That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA-2016-IV-004 be approved to permit window and door replacement on the property municipally addressed as 171 Frederick Street, in accordance with the plans and supplementary information submitted with the application CSD-16-042 - HERITAGE PERMIT APPLICATION HPA-2016-IV-009 2. - 122 FREDERICK ST - MASONRY REPAIR/REPOINTING The Committee considered Community Services Department report CSD-16-042, dated May 17, 2016 recommending approval of Heritage Permit Application HPA-2016-IV-009 to permit masonry repair/repointing at 122 Frederick Street. Ms. S. Parks presented the Report and reviewed the merits of the application. Mr. Brad Gibson was in attendance and responded to questions regarding the repointing and masonry repair project at the Registry Theatre, 122 Frederick Street. With regard to the process, Ms. Parks advised that if approved by unanimous consent, the Heritage Permit Application would be approved through delegated authority. Miladinovic - it was resolved: That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA-2016-IV-009 be approved to permit masonry repair and repointing on the property municipally addressed as 122 Frederick Street, in accordance with the plans and supplementary information submitted with the application HERITAGE KITCHENER MINUTES JUNE 7, 2016 - 14 - CITY OF KITCHENER SUSTAINABLE URBAN FOREST MANAGEMENT PROGRAM 3. The Committee considered a Project Introduction Developing a prepared by Mr. D. Schmitt. In addition, the Committee was in receipt this date of a document containing discussion questions for Heritage Kitchener, dated June 7, 2016. Mr. Schmitt provided an overview of the project advising the objective is to develop a Sustainable Urban Forest Program with the creation of an Urban Forest Strategic Plan for the public and private urban forest, and an asset management plan for the trees on city lands. He pointed out the linkages between trees and heritage, noting a number of 100 and 150 year old trees can be found in the Heritage Conservation Districts. He added that the value of trees is mostly at the end of their life cycle and emphasized the importance of preservation and conservation. He put forward the questions to the Committee and indicated the answers can be emailed to trees@kitchener.ca: Does the Committee have any comments or questions about the information provided? From a heritage perspective, are there any issues, challenges or opportunities that need to be identified? Does the Committee support staff returning in September to provide an overview of the background analysis? The Committee agreed to provide their answers to Mr. Schmitt via email and expressed support for staff to return to the September 6, 2016 Heritage Kitchener meeting with an overview of the background analysis for the program. NEIGHBOURHOOD STRATEGY ENGAGEMENT TOOLS UPDATE 4. The Committee considered a memorandum and corresponding information materials entitled dated May 11, 2016, regarding the June 7, 2016. Ms. M. Drake provided an overview of the Neighbourhood Strategy, noting from now until August 2016, Neighbourhood Strategy staff and project team members will be engaging the community to gain ideas for planning, building and supporting safe and thriving neighbourhoods to inform the development of the Strategy. She noted there are a number of ways staff are engaging the public, including: creative; conversational; and, online engagement. Ms. Drake provided an overview on each of the engagement types. She then led the Committee in a street team-type exercise where members were requested to pair up to interview each other, noting the responses received will be used in the development of the Strategy. Ms. Drake further advised that following the community engagement process, it is anticip Fall 2016. She noted anyone seeking additional information on the development of the Strategy could visit www.kitchener.ca/lovemyhood. CSD-16-034 - NOTICE OF INTENTION TO DEMOLISH 5. - 1255-1291 FISCHER HALLMAN RD The Committee considered Community Services Department report CSD-16-034, dated May 16, 2016 recommending Council receive the Notice of Intention to Demolish the circa 1979 single detached dwelling on the property municipally addressed as 1255-1297 Fischer Hallman Road, in accordance with Section 27 (3) of the Ontario Heritage Act. Ms. S. Parks presented the Report advising the property was listed as a non-designated property on the Municipal Heritage Register in 2009 and the subject structure of the Demolition Control Application was not identified as a heritage attribute. She explained the intent is to retain the circa 1887 Henhoeffer Heritage House and demolish the 1979 structure. She added demolish and that the recommended option in this instance is that Council receive the notice of intention to demolish, allowing the notice period to run its course, at the end of which the nd Building Division may issue a demolition permit as early as June 22, 2016. HERITAGE KITCHENER MINUTES JUNE 7, 2016 - 15 - CITY OF KITCHENER CSD-16-034 - NOTICE OF INTENTION TO DEMOLISH 5. - 1255-1291 FISCHER HALLMAN RD In response to questions from the Committee, Ms. Parks indicated the intent would be to have the recommendation brought for Council consideration on June 13, 2016 in order to meet the 60 days legislated timeline. Mr. L. Bensason responded to further questions advising the intent is to have the 1887 Henhoeffer House designated under Part IV of the Act, and will be brought to the Committee and Council for consideration at a future date. On motion by Mr. B. Page - it was resolved: That in accordance with Section 27(3) of the Ontario Heritage Act, Council receive for information the written Notice of Intention to Demolish the circa 1979 single detached dwelling on the property municipally addressed as 1255-1291 Fischer Hallman Road, as outlined in Community Services Department report CSD-16-034 MIKE WAGNER HERITAGE AWARDS - NOMINATIONS PRESENTATION 6. The Committee considered the nominations for the Mike Wagner Heritage Awards in the categories of preservation/restoration of cultural heritage resources; rehabilitation/adaptive reuse of cultural heritage resources; and, individual contributions to the field of heritage conservation. Mr. L. Bensason presented an overview of the nominations and their merits noting that three nominations were received. He indicated the recommendation from the Committee would be considered by Council at their meeting of June 27, 2016 with an awards ceremony to take place on November 2, 2016. The following motion was then voted on clause by clause. On motion by Mr. M. Timmerman - it was resolved: That the following two properties and one individual receive a 2016 Mike Wagner Heritage Award: 883 Doon Village Road in the Category: Preservation / Restoration of Cultural Heritage Resources; and, 68 Schneider Avenue in the Category: Rehabilitation / Adaptive Re-Use of Cultural Heritage Resources; and further, Rych Mills in the Category: Individual Contributions to the Field of Heritage Conservation HERITAGE BEST PRACTICES - MAY 3 & JUNE 6 HERITAGE PROMOTION SUB- 7. COMMITTEE MEETING REPORTS rd The Committee was in receipt this date of the May 3 Heritage Promotion Sub-Committee report. Mr. S. Thompson reviewed the highlights indicating Ms. Parks will be preparing a report for the Sub-Committee regarding the plaque initiative for Part V properties. HERITAGE BEST PRACTICES - OPEN FORUM 8. Mr. G. Zeilstra had inquired as to the process and involvement of the City of Kitchener or Region of Waterloo Heritage Committees when an archaeological find is made during a municipal construction project. Ms. S. Parks reviewed a response received from Ms. Michelle Lee, Region of Waterloo, which described the process noting that the municipal Heritage Committee has very limited involvement as the assessment process is regulated by the Ontario Ministry of Tourism, Culture and Sport.
