BACKGROUND: An Iron Horse Trail Improvement Strategy was completed by the City and approved by Council in November 2015. Funding for the implementation of the Central Section was approved for 2016. The central section is approximately 1.0km and is defined by the Iron Horse Trail from Victoria Street South to Queen Street South. The Improvement Strategy focused on community input and the development of a vision for the trail corridor. The upcoming work will realize a variety of recommendations developed through the Improvement Strategy including trail widening, trail surface upgrade, development of trailheads and rest areas, roadway crossings improvements, wayfinding and trail signage implementation, stormwater management improvements and a cohesive open space plan for Henry Sturm Greenway. The consultant will complete the concept design, public consultation, detailed design, acquisition of regulatory approval and permits, and contract administration of the Central Section of the Iron Horse Trail. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 1.ii. - 1 REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant’s Review Committee was established consisting of M. Parris, Landscape Design Architect, D. Ritz, Supervisor Design and Development, D. Pimentel, Active Transportation Planning Project Manager and A. Buchholtz, Buyer. Expressions of interest were advertised publicly on the City of Kitchener website and on the internet through the Ontario Public Buyers Association Electronic Tendering Information System relative to this project. Documents were downloaded by twenty- three (23) interested parties and by the closing date of Friday May 20, 2016, five (5) responses had been received. The review committee met on Wednesday May 25, 2016, to review the submissions and a shortlist of two (2) candidates* was selected for further interviews. The Committee met on Thursday June 9, 2016 to interview the shortlisted candidates. The Committee recommends awarding the project to Stantec Consulting Ltd., Waterloo, Ontario. The Committee rated consultants on the following criteria: • Cost of Consultants Fees • Understanding and Approach including Work Plan and Schedule • Qualifications and Expertise of Project Manager or Leadership Team • Qualifications and Expertise of Project Team • Completeness of Proposal • Value Added Approach A listing of the responding parties follows for your reference: Adesso Design Inc. Funding for this project is included within the approved capital budget. The estimated surplus (D) will remain within the account to fund future phases of the project.
