SUBJECT: T16-051 Aggregate Trucking & Loading Services

RECOMMENDATION:
That Tender T16-051 Aggregate Trucking & Loading Service, be awarded to
Contractor’s Dispatch Inc., Kitchener, Ontario, at their tendered price of
$61,120.00 PLUS G.S.T. of $7,945.60, for a total of $69,065.60, for a one (1) year
term, with an option to renew for two (2) additional twelve (12) month terms.
BACKGROUND:
Kitchener Utilities requires aggregate trucking & loading service for main breaks that
require hauling excess wet granular material from the main break location to the KOF
for further dewatering. This service is required due to lack of resources and available
capacity and to ensure hours of service compliance with internal staff.
The average annual spend over the past two (2) years was $49,194.85, before taxes.
The actual spend will depend on the level of activity throughout the term of the contract.
REPORT:
Tenders were advertised publicly on the City of Kitchener website and the Internet
through the Ontario Public Buyers Electronic Tendering Information System. Documents
were downloaded by three (3) interested parties, and by the closing date of Thursday
May 5, 2016, one (1) tender had been received.

Contractor’s Dispatch Inc. Kitchener ON $2,178.64 $69,065.60*
The unit prices for service has remained unchanged from the 2014 contract.
Although, the City only received one bid submission for this tender, pricing is
comparable to previous competitive purchases and this submission represents good
value for the City.
The tender was reviewed by T. Gaber, Manager of Utilities who concurs with the above
recommendation.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
Funding will be provided from various operating accounts.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the City’s website with the agenda in
advance of the council / committee meeting.
