SUBJECT: T16-046 Fire Hydrants & Related Materials

RECOMMENDATION:
That Tender T16-046 Fire Hydrants & Related Materials, be split and awarded as
follows:
Underground Specialties, Cambridge, Ontario, at their tendered price of $38,978.,
plus H.S.T. of $5,067.14, for a total of $44,045.14, for complete fire hydrants; and,
Universal Flow Engineering, Brantford, Ontario, at their tendered price of
$48,022.50, plus H.S.T. of $6,243.93, for a total of $54,265.43; for hydrant parts,
each for a one (1) year term, with an option to renew for two (2) additional twelve
(12) month terms.
BACKGROUND:
Fire hydrants and related materials are an ongoing maintenance, repair and operational
requirement of Kitchener Utilities.
The average spend over the past three (3) years was $36,597.28, before taxes. The
actual spend will depend on the level of activity throughout the term of the contract.

REPORT:
Tenders were advertised publicly on the City of Kitchener website and the Internet
through the Ontario Public Buyers Electronic Tendering Information System. Documents
were downloaded by ten (10) interested parties, and by the closing date of Thursday
April 28, 2016, three (3) tenders had been received.
The following tenders were received:

The price for fire hydrants has increased 13.2% due to currency exchange and the price
for hydrant parts decreased 5.6% from the 2015 contract.
The low bid for complete hydrants is Underground Specialties and the low bid for
hydrant parts is Universal Flow Engineering.
The tender was reviewed by D. Linka, Utilities Supervisor, and S. Rudak, Buyer, who
concur with the above recommendation.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
Funding will be provided from various operating accounts.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the City’s website with the agenda in
advance of the council / committee meeting.
