Fernandes, Present: Ms. K. Fox, Ms. M. Generoux, Messrs. C. Branton, M. Drasdo (Vice-Chair), L. Chandler, G. Evans, and T. Boutilier. Staff: Mr. D. APPROVAL OF MINUTES FOR THE MEETING OF MAY 10, 2016 th Following item is to be corrected for the May 10, 2016 minutes: Change Snapped to Snapd on page 2 Mr. C. Branton - On a motion by It was resolved and carried: th meeting nutes of the May 10, 2016 be approved as corrected 2. NEIGHBOURHOOD STRATEGY Ms. Drake gave the committee a short presentation on The City of Kitcheners neighbourhood strategy, providing details about the neighbourhood party kickoff and focus groups that have been held to collect data. She explained what engagement tools will be used to reach residents and collect their input. Ms. Drake gave committee members instructions for the activity they would be taking part in. Committee members paired off and took turns asking each other questions, listening, and taking notes. 3. CYCLING INFRASTRUCTURE UPDATE Mr. Pimentel gave an update on the status of Union Street, Westheights Drive, and Pioneer Drive. Councillor Fernandes asked Mr. Pimentel if Pioneer Drive would be resurfaced before the pavement markings are completed. Mr. Pimentel stated that he would have to check when Pioneer Drive is scheduled to be resurfaced. Councillor Fernandes also noted that the island by the community centre is overgrown with weeds and asked staff if they could look into some landscaping options. PRESENTATION BY RESIDENT OF CENTRAL FREDERICK NEIGHBOURHOOD ASSOCIATION Ms. Kate Dudek, a member of the Central Frederick Neighbourhood Association, spoke to the committee about neighbourhood plans to improve cycling and pedestrian safety on Lancaster Street. Ms. Dudek presented some research she had collected on signage for sharing the road with cyclists and noted that the Neighbourhood Association would like the committee to consider recommending bikes may take full lane signage to be piloted on Lancaster Street and have the street considered a priority for the Cycling Master Plan. The committee discussed the request and asked questions: Mr. Boutilier asked if Ms. Dudek could provide more details about the signage. Ms. Dudek described the proposed signage in detail and Ms. Generoux provided the group with pictures of the signs. Mr. Pimentel noted that unlike the photos being shown, if the signs were to be implemented they could not be white as they are not enforceable but they could be yellow. Mr. Drasdo raised concerns about the number of signs being put on the road and how overcrowding the road with signs is not a safe approach. Ms. Dudek expressed safety concerns with the current share the road signage and driver behaviour stating that she does not feel drivers respect the sharrows. Ms. Dudek reiterated that the neighbourhood is concerned about volumes and speeds on Lancaster and would like to see more cyclists on the road and less traffic cutting through the neighbourhood. Committee members raised concerns about using cyclists to calm traffic. Mr. Branton asked how Lancaster Street fits into the existing cycling network and wondered if other streets could be used by cyclists since Lancaster Street is so narrow. A description of the network was provided by Mr. Pimentel and Ms. Dudek noted that even though other roads could be used, the neighbourhood has many cyclists and some sort of cycling infrastructure would be beneficial. Ms. Dudek reiterated that the Neighbourhood Association would like the committee to: 1. Recommend new signs be considered to improve safety on Lancaster Street; and, 2. Consider Lancaster Street as a priority in the Cycling Master Plan. The committee discussed the topic and agreed upon the following motion: Mr. G. Mr. Parris provided the committee with a short update on improvements for the Iron Horse and TransCanada Trails. BIKEFEST DEBRIEF 6. Mr. Pimentel noted that he would like to go over BikeFest with the Sub-committee that helped plan the event in order to collect feedback and begin plans for next years event but due to time constraints this item on the agenda will be pushed to another meeting. Mr. Drasdo suggested that planning for next years BikeFest should start earlier so that there is less of a rush around the event date. SUB-COMMITTEE UPDATES 7. Planning, Evaluation and Governance Sub-Committee: Mr. Chandler noted that the sub-committee would like to see the completion of a second report card as well as a progress report Education, Safety and Promotion Sub-Committee: Councillor Fernandes spoke about the bike lock video that the sub-committee had been working on and gave a preview of the video. She listed who was currently credited in the video and asked who else should be included. Mr. Pimentel said the Cycling and Trails Advisory Committee should be listed in the credits. Infrastructure and Technical Sub-Committee: No updates COMMUNITY ENGAGEMENT REVIEW 8. Mr. Joseph provided the committee with a handout and asked that they take some time to answer the questions provided before transitioning into a discussion. The committee members answered the questions and then engaged in a discussion with Mr. Joseph. 9. ADJOURNMENT On a motion by Mr. Boutilier - It was resolved and carried: 6:10 p.m
