HomeMy WebLinkAboutFCS-16-058 - Execution of Contribution AgreementStaff Report iTC I N R finance and Como "ate Services Department www.kitchen er ca REPORT TO: Committee of the Whole DATE OF MEETING: April 25, 2016 SUBMITTED BY: Dan Chapman, Deputy CAO, Finance and Corporate Services 519- 741 -2200 Ext 7437 PREPARED BY: Debra Fagerdahl, Manager of Financial Planning 519- 741 -2200 Ext 7114 WARD(S) INVOLVED: All DATE OF REPORT: March 31, 2016 REPORT NO.: FCS -16 -058 SUBJECT: Canada 150 Community Infrastructure Program (CIP 150) Contribution Agreement re: The Expansion of Wi -Fi and Public Internet Access (Project # 808249) RECOMMENDATION: THAT the Deputy Chief Administrative Officer, Finance and Corporate Services be authorized to execute, on behalf of the Corporation of the City of Kitchener the contribution agreement for funding of up to $250,000 under the Canada 150 Community Infrastructure Program with Federal Economic Development Agency for Southern Ontario (FedDev Ontario) for the Expansion of Wi -Fi and Public Internet Access (Project # 808249), said agreement to be satisfactory to the City Solicitor. BACKGROUND: On May 15, 2015 the Economic Action Plan 2015 announced the Canada 150 Community Infrastructure Program (CIP 150). The CIP 150 is a federal approach to celebrating Canada's 150th anniversary. The CIP 150 is a two year program with total funding of $150M. The allocation dedicated to Ontario is $44AM. CIP 150 funding is available to a number of organizations including municipalities. Eligible project categories include community centres, recreational facilities, cultural centres, tourism facilities, parks, trails, libraries, and other existing community infrastructure assets that have a local community impact such as roads and water /wastewater infrastructure. In response to this announcement, staff prepared reports recommending projects to be submitted for consideration (Reports FCS -15 -85 & FCS- 15 -90). At a special meeting held on June 1, 2015 Council passed the following resolution: * ** This information is available in accessible formats upon request. * ** Please call 519- 741 -2345 or TTY 1- 866 - 969 -9994 for assistance. That the following project applications be approved to be submitted in priority sequence for consideration under the Canada 150 Community Infrastructure Program (CIP 150): 1. City -Wide Park Improvements (Huron Natural Area & McLennan Park); 2. Kiwanis Park Pool Rehabilitation; 3. Wi -Fi and Public Internet Access Expansion; and, 4. City Hall Outdoor Space Rehabilitation. REPORT: The Wi -Fi and Public Internet Access Expansion was approved for funding for up to $250,000. The City is required to match funding received by FedDev Ontario and $250,000 was approved during the 2016 Capital budget process. The project is to begin in April 2016 and will be completed by June 30, 2017. The project works will include the expansion of publicly available Wi -Fi at approximately 5 city locations, priorities being Victoria Park, McLennan Park, Kitchener Memorial Auditorium Complex (KMAC) and other city locations as the budget allows. The approval for CIP 150 funding is conditional upon a contribution agreement (CA) being signed by the Corporation of the City of Kitchener and the Federal Economic Development Agency for Southern Ontario. The CA outlines the contracting details, claims information, and communication opportunities for the approved project. FedDev Ontario is not responsible for reimbursing any project expenditures if a CA is not duly executed. Once the CA is received by the City for signature, it must be signed and returned within 30 days. The signed CA must be accompanied by a resolution of Council. The resolution must reference the following information: • the entering into a contribution agreement for funding under the Canada 150 Community Infrastructure Program with FedDev Ontario; • the name of the project and • the funding amount approved under the program. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Foundation: Efficient and Effective Government Goal: Financial Management Strategic Direction: Strive for competitive, rational and affordable taxation levels FINANCIAL IMPLICATIONS: Under a program such as the CIP 150, the City of Kitchener is able to leverage City funding to do more work than if the City were required to completely fund the project on its own. The City received approval for up to $250,000 of funding through the program and the City's required matching contribution of up to $250,000 is funded through the approved 2016 capital budget.
