McLennan Park Upgrade; 2. _____________________; and, …; and further, That the Deputy CAO, Finance and Corporate Services be authorized to sign Landlord Authorization forms for submissions made by The Centre in Square and THEMUSEUM to improve a City facility. BACKGROUND: The Canada 150 Community Infrastructure Program was originally announced in May 2015. The City of Kitchener made application under Intake 1 of this program and was successful in receiving funding for one of its four projects (Wi-Fi and Public Internet Access Expansion), a project that is underway in 2016. REPORT: On May 24, 2016, CIP 150 - Intake Two was announced and will be allocating up to $44.4M to eligible recipients. As CIP 150 – Intake Two was only recently announced there is less than a month to prepare a project list for consideration, have CLT review and prioritize the project list and obtain Council approval. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 2. - 1 Given that this information was received by staff on May 25 and applications are due June 24, the only available dates for Council to consider this recommendation are June 6 and June 13. Should Council require more time after the June 6 meeting, a final decision could be deferred to special Council on June 13 at the latest. Eligible recipients remain the same under CIP 150 - Intake Two funding and is available to municipalities, First Nation governments, not-for-profit entities, provincial entities providing municipal-type services, and public-sector bodies wholly owned by a municipality. Eligible project categories remain unchanged and include community centres, recreational facilities, cultural centres, tourism facilities, parks, trails, libraries, and other existing community infrastructure assets that have a local community impact such as roads and water/wastewater infrastructure. Eligible recipients are able to submit as many projects as they wish, but must prioritize projects through resolution if they are submitting more than one project. There is a $1M cap on the amount of funding that a single project may receive from the CIP 150 - Intake Two although priority may be given to smaller scope projects. The CIP 150 - Intake Two will fund a maximum of 50% of any eligible project costs, although priority may be given to projects that require a contribution of only 33.3%. Eligible project costs include consulting, construction and public announcement costs incurred between April 1, 2016 and March 31, 2018. Failure to substantially complete a project by March 31, 2018 may mean that the funding from CIP 150 - Intake Two is reduced or completely cancelled. The application deadline to the CIP 150 - Intake Two is June 24, 2016. This report recommends projects and the associated priority order to be submitted by the City of Kitchener for consideration of the CIP 150 - Intake Two. It also authorizes staff to sign the form required by the CIP 150 - Intake Two for the application for funding of projects potentially being proposed by The Centre in the Square and THEMUSEUM. The evaluation criteria that will be used to evaluate projects have largely remained unchanged, but a new evaluation criterion (#6 Clean Growth Economy) has been added. CIP 150 Evaluation Criteria lncrementality: Applicants are required to attest, in conjunction with their project application, that the work to be undertaken is an incremental construction activity that would not otherwise have been constructed or constructed as quickly, were it not for funding from the CIP 150. Project Readiness: All projects will need to provide information to determine if the project is construction-ready and likely to be substantially completed by March 31, 2018. Extent to which Other Funding is Leveraged: Although eligible recipients may receive a non-repayable contribution of up to 50 percent of total eligible project costs of an infrastructure project, priority may be given to those projects that require a federal contribution of only 33.3 percent. 2. - 2 th Link to Canada’s 150 Anniversary: Applicants will need to outline how their infrastructure improvement project is linked to Canada's 150th anniversary. For example, does the project contribute to modernizing Canada's infrastructure, do the upgrades provide long-term benefits to a community, does it have historical significance related to Confederation, or will its improvement contribute to celebrating Canada's 150th anniversary. Project Scope: In order to ensure that projects can be completed within the program timeframes and that the program benefits are shared broadly, priority may be given to smaller-scoped projects. Extent to which Project Supports a Clean Growth Economy: Applicants are asked to outline how their project advances a clean growth economy. For example, does the project include energy efficiency improvements or retrofits, the installation of clean, green or sustainable technologies, or improve natural amenities such as parks, trails (New) and other outdoor recreational assets. Summary of City of Kitchener Projects for CIP 150 - Intake Two Submission Staff identified a number of projects for consideration under CIP 150 Intake Two. The project list considered by the Corporate Leadership Team (CLT) includes the six projects shown below. CLT is recommending the McLennan Park project be submitted under CIP 150 Intake Two and is providing the other projects for Council to consider adding to the staff recommended list. Partial funding for this purpose has been approved in the Capital forecast and the project nature closely matches the selection criteria of the CIP 150 – Intake Two program. The costs of the works on site for McLennan Park 2. - 3 will be shared by the City of Kitchener and the Region of Waterloo. Discussions are underway with the Region to determine whether an application for CIP 150 – Intake Two grant funding will be submitted jointly by the City and the Region, by the City only or by the Region only. Discussions with respect to this issue are underway and staff will be in a position to provide a verbal update at the June 6 meeting. Other Applicants If a qualified participant wishes to make application for a project in a City-owned facility, the applicant must receive approval from the City of Kitchener. The applicant files their own application and there is no cost to the City. The Centre in the Square and THEMUSEUM are proposing to submit applications for funding and will require authorization from the City of Kitchener given that the City is the owner of the property. Discussions with both organizations are underway and staff will be in a position to provide a verbal update on June 6. Delegation of authority to execute the related documentation forms the basis of the second recommendation in this report. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city's strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: Under a program such as the CIP 150 - Intake Two, the City of Kitchener is able to leverage City funding to do more work than if the City were required to completely fund the project on its own. The City stands to receive up to $1M per project in federal funding through the program. The financial impact will depend on projects selected by Council and the projects selected by the federal government, if any. Any new funding requirement would become the first priority for additional funding in the 2017 capital budget process . PREVIOUS CONSIDERATION OF THIS MATTER: Council previously considered priorities for CIP 150 Intake 1 as part of reports: FCS-15-085 Canada Infrastructure Program (CIP 150) Contribution Application FCS-15-090 Canada Infrastructure Program (CIP 150) Contribution Application (Follow Up) The final priorities approved by Council for CIP 150 Intake 1 were: 1. City-Wide Park Improvements (Huron Natural Area & McLennan Park); 2. Kiwanis Park Pool Rehabilitation; 3. Wi-Fi and Public Internet Access Expansion; and, 4. City Hall Outdoor Space Rehabilitation.
