Garage addition
RECOMMENDATION:
THAT pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application
HPA-2016-V-012be approved to permit construction of a second storey addition to the
garage on the property municipally addressed as 189 Queen Street North, in accordance
with the plans and supplementary information submitted with the application and subject
to the following condition:
1. That the final building permit drawings be reviewed and heritage clearance
provided by Heritage Planning staff prior to the issuance of a building permit.

BACKGROUND:
The Community Services Department is in receipt of Heritage Permit Application HPA-2016-V-
012 which is seeking permission to construct a second storey addition to the garage at the
property municipally addressed as 189Queen Street North.
REPORT:
The subject property is located on the east side of Queen Street North at the intersection with
Lancaster Street East, within the Civic Centre Neighbourhood Heritage Conservation District
(CCHCD), which is designated under Part V of the Ontario Heritage Act. The subject property is
CCHCD.
The District Plan describes the building as a two-storey Tudor Revival brick structure built circa
1908 featuring a side porte-cochère. s, town engineer; occupied by
Mrs. Caroline Augustine, daughter of Louis Breithaupt, and her children, 1911-1923; Jerome
Lang, superintendent Lang Tannery,1923-1930; family of John Wintermeyer, Kitchener
alderman and leader of the Ontario Liberal Party, 1948-20-bedGreen Gables
Nursing Care Manor was purchased by the family of the present ownerin 1982 and converted
to its current use, the Green Gables Executive Guest House.

The existing garage has stucco walls, three wooden overhead doors, an asphalt clad hip roof
supported by curved wooden brackets on the front façade, three Tudor Revival gable dormers
piercing the roof on the front and side façades, each containing two single hung 6/6 wood
windows, and a tall chimney on the rear façade that no longer serves a purpose. A man door
and double 6/6 wood windows serve the interior side façade, while a double 6/6 wood window is
situatedin the Lancaster Street side façade.
The garage is visible through (during winter) and above a chain link fence on the Lancaster
Street East side of the property.

Civic Centre NeighbourhoodHeritage Conservation District Plan
The CCHCD Plan considers to be very fine examplesof defined
architectural styles.Generally, the Plan has policies and guidelines for the alteration and
addition to dwellings, which may also be used when considering an alteration to a significant
accessory building such as thisgarage. The Plan advises that
additions shall be subordinate to the original structure to allow the original heritage
features and built form to take visual precedence on the street;
additions that are necessary should be sympathetic and complementary in design and, if
possible, clearly distinguishable from the original construction by form or detail. The use
of traditional materials, finishes and colours rather than exact duplication of form, can
provide appropriate transition between additions and original structures;
additions should be located away from principal façade of heritage properties, preferably
at the rear of the building, to reduce the visual impact on the street;
form and details of the addition should be complementary to the original construction,
with respect to style, scale, and materials but still distinguishable to reflect the historical
construction periods of the building;
additions should not negatively impact the symmetry and proportions of the building or
create a visually unbalanced façade; and
new doors and windows should be of similar style, orientation and proportion as on the
existing building. Where possible, consider the use of appropriate reclaimed materials.
in the District, the proposed work requires review by Heritage Kitchener
before issuance of a Heritage Permit to carry out the work.
Construct second storeyaddition to garage
The application proposes to construct a second storey addition to the garage in order to
accommodate a music education studio, as the existing attic space is not adequate.

The proposal includes retaining the main floor elements of the garage, stucco walls, three
wooden overhead doors, and curved wooden brackets supporting the roof. A new man door and
windows with match the originals in size, style, proportions and colour, and will complement the
new windows in the second storey. The chimney on the rear façade will be removed.
The second storey addition will raise the roof height slightly, replacing the hip style with a gable-
end roof pierced by three Tudor Revival gable dormers on the front elevation and ashed dormer
on the rear façade. New wooden exterior stairs and landings on the Lancaster Street side will
provide access to the second storey music studio. Materials, colours, window and trimwill
complementthe existing garage and house.

In reviewing the merits of the application, Heritage Planning staff note the following:
ACCHCD;
the proposal is required in order to accommodate a music education studio, as the
existing attic space is not adequate
the proposal is subordinate to the original structure and will be sympathetic and
complementary in design, form and details;
the major impacts, such as the shed dormer, will be locatedaway from principal façade;
the proposal does not negatively impact the symmetry and proportions of the building or
create a visually unbalanced façade;
new materials, colours, window and trimwill complementthe existing garage and house;
main floor heritage elements will be retained, including the stucco walls, wooden
overhead doors, and curved wooden brackets;and

construction of a second storey addition to the garage will not detract from the character
of the Civic Centre Neighbourhood Heritage Conservation District,the integrity of the
Queen Street Northstreetscapenor the character of the Green Gables property.
In accordance with the Heritage Permit Application form, the approval of an application under the
Ontario Heritage Act shall not be a waiver of any of the provisions of any by-law of the City of
Kitchener or legislation, including, but not limited to, the requirements of the Ontario Building Code
and Zoning By-law. In this regard, staff confirm that a Building Permit is required to construct a
second storey addition to the garage.
