BACKGROUND: Market Lane is a one-directional laneway with an overall width of 3.8 metres that primarily serves commercial and residential land use. In response to a request from an area citizen, on-street parking regulations have been reviewed. Currently, on-street parking is prohibited on both sides of Market Lane as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. REPORT: Transportation Services received a request from an area citizen to review the existing on-street parking regulations on Market Lane. The request cited concerns with pedestrian safety and stopped vehicles obstructing motorists from safely accessing Eby Street North. The request cited specifically the removal of on-street stopping on both sides of Market Lane, particularly during “market days” and events at the Market. Transportation Services has reviewed the request and has concluded that the laneway is not wide enough to support stopping on either side of Market Lane. The overall pavement width of Market Lane is 3.8 metres. When vehicles park on the sidewalk, it compromises the safety of pedestrians. Therefore, Transportation Services is recommending that on-street stopping be prohibited at any time on both sides of Market Lane. The prohibition of stopping on both sides of Market Lane will improve pedestrian safety and access to Eby Street North, providing greater access to and from the Market and improving overall traffic operations. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: The approximate cost for implementing ‘No Stopping Anytime’ signage is $1000 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the city’s website with the agenda in advance of the council / committee meeting. Businesses and residents were notified of the proposed changes to prohibit on-street stopping on Market Lane. One response was received against the proposal.
