BACKGROUND: Dumfries Avenue is a local roadway with primarily residential land use. In response to a request, on-street parking regulations have been reviewed. Currently, on-street parking is permitted on the south (odd-numbered side) of Dumfries Avenue between Stirling Avenue North and Krug Street for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. REPORT: Transportation Services received a request to review the existing on-street parking regulations. The request cited concerns related to traffic congestion when there are events at the Kitchener Memorial Auditorium Complex. It was suggested that having parking on the south side of the street, as opposed to the north side of the street would reduce the need for vehicles to turn around, improving roadway operation when there are events. As a result, citizens in the immediate area were surveyed regarding the proposed parking changes in June 2016. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 3 - 1 In favour of shifting ‘No Parking Anytime’ from the north (even-numbered side) to the south (odd-numbered side) of Dumfries Avenue between Stirling Avenue North and Krug Street: 13 (54.0%) In favour of leaving the current regulation as is: 11 (46.0%) TOTAL 24 out of 54 - (44.4 responded) As indicated above, 13 out of 24 respondents, or 54%, are in favour of shifting on-street parking from the south side to the north side of Dumfries Avenue between Stirling Avenue North and Krug Street. The parking shift in this area will reduce traffic congestion and improve traffic operations through this section of roadway. Therefore Transportation Services recommends that ‘No Parking Anytime’ be shifted from the south (odd-numbered side) to the north (even–numbered side) of Dumfries Avenue between Stirling Avenue North to Krug Street to improve overall road user safety. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: The approximate cost for remove and re-install “No Parking Anytime” signage is approximately $200 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the city’s website with the agenda in advance of the council / committee meeting. The constituents were made aware of the proposed changes to parking in this section of Dumfries Avenue.
