REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: August 8, 2016 SUBMITTED BY: Ken Carmichael, Interim Director of Transportation Services, 519-741-2200, ext. 7372 PREPARED BY: Steven Ryder, Traffic Technologist, 519-741-2200, ext. 7152 WARD(S) INVOLVED: Ward 5 DATE OF REPORT: July 8, 2016 REPORT NO.: INS-16-058 SUBJECT:On-Street Parking Regulations – Periwinkle Street ___________________________________________________________________________ RECOMMENDATIONS: That parking be prohibited at any time on the east (odd-numbered side) of Periwinkle Street from a point 36 metres south of Sweet William Street, around the corner, to a point 45 metres east thereof; and further, That the Uniform Traffic Bylaw be amended accordingly. BACKGROUND: Periwinkle Street is a local roadway with primarily residential land use. In response to a request, on-street parking regulations have been reviewed. Currently on-street parking is permitted on both sides of Periwinkle Street between Sweet William Street and Donnenwerth Drive for a maximum period of three consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. REPORT: Transportation Services received a request to review the existing on-street parking regulations. The request cited potential hazardous conditions attributed to parked vehicles along both sides of the curved section of Periwinkle Street and suggested the removal of on-street parking on one side by implementing a ‘No Parking Anytime’ regulation. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 5 - 1 Residents in the immediate area were surveyed on this proposed parking regulation change in June 2016. The results of the survey are as follows: In favour of implementing a ‘No Parking Anytime’ area on the east (odd-numbered side) of Periwinkle Street from a point 36 metres south of Sweet William Street, around the corner, to a point 45 metres south thereof: 7 (78.0%) In favour of leaving the current regulation as is: 2 (22.0%) TOTAL 9 out of 25 - (36.0% responded) As indicated above, 7 out of 9 respondents, or 78%, are in favour of prohibiting on- street parking on the east side of Periwinkle Street from a point 36 metres south of Sweet William Street around the corner, to a point 45 metres south thereof. The prohibition of parking in this area will provide safer traffic operations through this curved section of roadway. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: The approximate cost for implementing “No Parking Anytime” signage is $400 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the city’s website with the agenda in advance of the council / committee meeting. The constituents were made aware of the proposed changes to prohibit on-street parking in this section of Periwinkle Street. CONSULT - Residents were surveyed regarding this proposed parking regulation change through a mail out sent in June 2016, with majority support received for prohibiting parking.
