HomeMy WebLinkAboutINS-16-059 - On-Street Parking Regulations - Joseph Street REPORT TO: Community and Infrastructure Services Committee DATE OF MEETING: August 8, 2016 SUBMITTED BY: Ken Carmichael, Interim Director of Transportation Services, 519-741-2200, ext. 7372 PREPARED BY: Steven Ryder, Traffic Technologist, 519-741-2200, ext. 7152 WARD(S) INVOLVED: Ward 9 DATE OF REPORT: 11 July 2016 REPORT NO.: INS-16-059 SUBJECT:On-Street Parking Regulations – Joseph Street ___________________________________________________________________________ RECOMMENDATIONS: That stopping be prohibited at any time on the north (even-numbered) side of Joseph Street from Victoria Street South to the west limit of Joseph Street; and further That stopping be prohibited at any time on the south (odd-numbered) side of Joseph Street from Victoria Street South to a point 30 metres west thereof; and further That a ’15 Minute Loading Zone’ be implemented on the south (odd-numbered) side of Joseph Street from a point 30 metres west of Victoria Street South to a point 30 metres west thereof; and further That a ‘One (1) Hour Parking’ area be implemented on the south (odd-numbered) side of Joseph Street from a point 60 metres west of Victoria Street South to a point 57 metres west thereof; and further That parking be prohibited at any time on the south (odd-numbered) side of Joseph Street from a point 117 metres west of Victoria Street South to a point 17 metres west thereof; and further That a ‘One (1) Hour Parking’ area be implemented on the south (odd-numbered) side of Joseph Street from a point 134 metres west of Victoria Street South to a point 86 metres west thereof; and further *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 6 - 1 That parking be prohibited at any time on the south (odd-numbered) side of Joseph Street from a point 220 metres west of Victoria Street South to the west limit of Joseph Street; and further That the Uniform Traffic Bylaw be amended accordingly. BACKGROUND: Joseph Street is a major collector roadway with primarily industrial land use. In response to a request from By-Law Enforcement for the City of Kitchener, on-street parking regulations have been reviewed. The request cited that signed regulations in the field do not match the Uniform Traffic By-Law Schedules and make enforcement of by-laws ineffective. REPORT: Currently, the north side of Joseph Street between Victoria Street and the west limit of the roadway is signed for ‘No Stopping Anytime’ and is recommended to be maintained. The south side of Joseph Street is currently signed as follows: ‘No Stopping Anytime’ area from Victoria Street South to a point 30 metres west thereof; ‘15 Minute Loading’ zone on Joseph Street from a point 30 metres west of Victoria Street South to a point 30 metres west thereof; ‘One (1) Hour Parking’ area from a point 60 metres west of Victoria Street to a point 57 metres west thereof; ‘No Parking Anytime’ area on the south side of Joseph Street from a point 117 metres west of Victoria Street south to a point 17 metres west thereof. ‘One (1) Hour Parking’ area from a point 134 metres west of Victoria Street to a point 86 metres west thereof; ‘No Parking Anytime’ area on the south side of Joseph Street from a point 220 metres west of Victoria Street south to the west limit of the roadway. In order to maintain traffic safety and serve the on-street parking and loading zone demands in this area, it is recommended that the above regulations be formalized. Property managers in the immediate area were contacted on this proposed parking regulation change in December 2015 but did not provide any input. 6 - 2 The existing signs are the regulations that properly address area needs and traffic safety. Therefore, this report is intended to amend the existing by-laws to reflect the actual conditions and allow for proper enforcement of the by-laws. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service. FINANCIAL IMPLICATIONS: The approximate cost for updating this signage plan is $200 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: INFORM – This report has been posted to the city’s website with the agenda in advance of the council / committee meeting. The constituents were made aware of the proposed changes to the on-street parking regulations in this section of Joseph Street. CONSULT – Property managers were contacted regarding this proposed parking regulation change through a phone and email messages sent in December 2015.
