SUBJECT:On-Street Parking Regulations – Westforest Trail

RECOMMENDATIONS:
That parking be permitted for three (3) consecutive hours, as per the General
Provisions of the Uniform Traffic Bylaw, on the north side of Westforest Trail from
a point 50 metres west of Victoria Street South to a point 100 metres west thereof,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Westforest Trail is a collector roadway in Ward 7. In March 2015 Council passed the
staff report INS 15-006 wherein no stopping was recommended on Westforest Trail
from Victoria Street South to Beecroft Place. In 2016 staff received a request from
Sandhills Public School to review this installation in order to provide some parking and
stopping areas near the school for parents and caregivers to pick up and drop off
students.
REPORT:
Sandhills Public School is an elementary school on Victoria Street South with a student
population in excess of 700 students. Staff and members of Council have been
receiving several complaints from adjacent and nearby residents in regards to the
impact of school related vehicular activity on the neighbourhood. In response to some of
these complaints INS 15-006 was passed in March 2015 which eliminated stopping and

parking from Westforest Trail from Victoria Street South to Beecroft Place. Concerns
regarding access to properties and two-way traffic at bell times were the chief concerns.
Sandhills School requested a review of parking in this area. Staff determined that with
existing no parking and no stopping signs on the south side of Westforest Trail opposite
the woodlot the north side could accommodate parking and stopping without impeding
two-way traffic and property access.
A meeting, hosted by Sandhills School on May 2 was attended by school parents,
school staff, Public School Board staff, local residents, as well as transportation staff
from the Region of Waterloo and City of Kitchener. At this meeting the request for
reinstatement of parking along Westforest Trail as per the recommendation was made
by school parents. Local residents in attendance did not voice any opposition.
A letter was sent to all potentially affected residents on May 26 2016 informing them of
the intent of staff to recommend the proposed changes with contact information for
further information or comments by June 10. No comments or questions were received.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The approximate cost for the removal of 3 signs is $200 and will be taken from the
existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the city’s website with the agenda in advance
of the council / committee meeting.
CONSULT - Residents were notified regarding this proposed parking regulation change
through a mail out sent in May 2016, without any responses received. Furthermore a
public meeting was hosted by Sandhills Public School on May 2, 2016 with staff in
attendance.
