Noise Exemption Request and Parks Closing Exemption Request
SUBJECT:
Breithaupt Park Camping Event Mt. Hope Neighborhood
Association

RECOMMENDATION: That an exemption to Chapters 450 (Noise) and 270 (Parks)
of the City of Kitchener Municipal Code be granted to the Mt. Hope Neighborhood
Association, for their Camping Event to be held at Breithaupt Park on Saturday
August 27-28, 2016, between the hours of 5pm and 10am.
BACKGROUND:
Staff have received a request from the Mt. Hope Neighborhood
Association regarding a community event and campout they are hoping to hold in
Breithaupt Park.
REPORT:
The Mt. Hope Neighborhood Association is planning their first overnight family campout,
thth
on Saturday August 27 and ending on Sunday August 28.
There is a schedule of events that will be taking place throughout the evening including
a potluck dinner or bbq, campfire songs and games, a sunset celebration, a drum circle
and storytelling. Sunday morning will include a family yoga session and end with a
pancake breakfast. There will be no alcohol permitted at the event.
The Neighborhood Association is also working with the Kitchener Fire Department to
obtain a permit to allow them to have a campfire.
There are two separate by law exemptions that will be required, a noise exemption and
an exemption from the parks closing by law (11pm 6am). Staff do not anticipate any

complaints, however given the potential number of people in attendance and the
proximity to residential homes in the area, staff felt an exemption was appropriate.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement
vision through the delivery of core service.

COMMUNITY ENGAGEMENT:
The Mt. Hope Neighborhood Association will be notifying all residents within the
surrounding area of the event and the timelines.
