BACKGROUND: th In 2017, Canada will celebrate its 150 anniversary. As a founding province, Ontario is also celebrating its anniversary. To commemorate the sesquicentennial year, Ontario will be supporting events and programs across the province that showcase our diverse communities. To encourage Ontarians to get involved and join the celebration, the province created the Ontario150 Program: a series of three funding programs that will create social and cultural legacies through initiatives that support celebration, engagement and innovation in Ontario. Municipalities across the province are able to access funding programs designed to bring people together, while laying the groundwork for strong economic, cultural and social legacy for Ontario’s next 150 years. *** This information is available in accessible formats upon request. *** Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. 2. - 1 Three streams of grant funding are available through the Ontario150program: Community Capital Program The — a $25 million fund to renovate, repair and retrofit existing community and cultural infrastructure to increase access, improve safety and maximize community use. The province will provide 50% of eligible costs up to a maximum of $500k. Only one application may be submitted per organization. Deadline for applications is Friday September 14, 2016 Partnership Program The — a $5 million program to support new partnerships and collaborations that engage, enable and empower youth as the next generation of Ontario leaders. The province will provide 75% of eligible costs up to a maximum of $100k. Only one application may be submitted per organization. Deadline for applications is Friday September 30, 2016 Community Celebration Program And the —a $7 million fund to help communities celebrate this historic year. The province will provide 75% of eligible costs up to a maximum of $70k. A maximum of 2 applications may be submitted per organization. Deadline for applications is Friday September 02, 2016 Attaining Ontario 150 grant funding is one way in which the City of Kitchener can show the pride we share as Ontarians, while showcasing our city in a positive and proactive manner. This matter is being brought directly to Council given the short timelines for grant application submissions. REPORT: A planning committee of city of Kitchener staff was put in place to ensure that there was a coordinated and consistent approach to seeking and evaluating potential projects that would benefit from Ontario150funding. In total 6 proposals for Ontario 150 funding were received by the committee. The objective is to make permanent improvements to public spaces in various neighbourhoods across the City (one per ward). Some possible retrofits would include upgraded playground equipment, community gardens, accessible nature trails and shading/seating in parks. The risk in selecting this proposal is that Ontario 150 may deem this to be 10 separate projects and consider it ineligible, although there is no specific exclusion identified in the program criteria. The Iron Horse Trail Improvements project would see improvements expanded to include the South portion of the trail system. This trail forms part of the Trans Canada trail system. The project specifically provides improvements to existing infrastructure (wayfinding, trail upgrades, etc.) that meets the Ontario Trillium Foundation (OTF) Action Area of “Active People” with the priority outcome and grant result of more people becoming active through “accessible infrastructure available for physical activities” and “infrastructure for unstructured physical activities.” Three additional proposals not shortlisted are included in the appendix to the report. In 2017 the city of Kitchener will introduce a new celebration, Ontario Day. This event will provide an opportunity for our community to come together and amplify the existing celebrations of Canada Day (in partnership with the BIA) by spotlighting the various cultures, foods, successes, talent, etc. that make the province of Ontario unique. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: 2 –Strong and Resilient Economy Strategic Priority: Strategy: 2.5 – Facilitate the ongoing development of Downtown Kitchener as the heart of the city (through the cultivation of the festival city identity – Make it Kitchener). Further, the recommendations within this report support the achievement of the city’s strategic vision through the delivery of core service. 3 -Safe and Thriving Neighbourhoods Strategic Priority: Strategy: 3.6 – Provide opportunities and support for citizens to lead the way in creating active and vibrant public places that promote people’s health, happiness and well-being by capitalizing on local community assets such as community centres, pools, arenas, libraries, parks, trails and other public spaces. 4 –Sustainable Environment and Infrastructure Strategic Priority: Strategy: 4.4 - Develop a network of safe, comfortable and linked pedestrian and cycling facilities and improve year-round maintenance on priority routes. Further, the recommendations within this report support the achievement of the city’s strategic vision through the delivery of core service. 2. - 4 FINANCIAL IMPLICATIONS: Under a program such as the Ontario 150, the City of Kitchener is able to leverage City funding to do more work than if the City were required to completely fund the project on its own. The financial impact will depend on projects selected by Council and the projects approved by the federal government, if any. The City’s required contributions for all projects recommended in this report are funded in the current approved capital and operating budgets.
