SUBJECT: Q16-047 Gildner Green Playground and Park Rehabilitation

RECOMMENDATION:
That Quotation Q16-047 Gildner Green Playground and Park Rehabilitation be
awarded to Greenspace Landscaping & Property Services Inc., Toronto, Ontario,
at their corrected and adjusted price of $159,990.36, plus H.S.T. of $20,798.75, for
a total of $180,789.11.
BACKGROUND:
Gildner Green is a neighbourhood park located at the corner of Eden Avenue and
Glasgow Street within the central core of Kitchener. The triangular-shaped park has
street frontage on two sides and is adjacent to the Iron Horse Trail on the third side. The
total area of the park encompasses 0.20 hectares.
The existing playground equipment in Gildner Green Park is scheduled to be replaced
in 2016 as part of the annual playground replacement budget, as it has come to the end
of its 20 year life expectancy. Following public consultation, it was decided that this
playground equipment will be replaced by a natural playground area suitable for all
ages, as well as wood fiber safety surfacing to meet current guidelines for accessibility
and safety. Additional improvements as part of the Central Area Park Rehabilitation
budget include stone dust pathways, a multi-use asphalt pad with ½ court basketball,
park benches, refurbished swing set, formalized connection to the Iron Horse Trail and
an open lawn area for community events and gathering.

REPORT:
Although issued as a request for quotation, this bid opportunity was advertised publicly
on the City of Kitchener website. Documents were downloaded by twenty-two (22)
interested parties and by the closing date of Monday June 27, 2016, three (3)
quotations had been received.
The quotations were reviewed by K. Leasa, Associate Landscape Architect and A.
Buchholtz, Buyer, who concur with the above recommendation.

Quotations were checked for mathematical accuracy and corrected accordingly.
Due to budgetary constraints, Section 5, Plantings, was removed and the bid price was
adjusted accordingly. Planting which consists of tree and shrub planting will now be
completed by internal staff following contractor completion of the project.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The net cost for this Quotation (A), is fair and reasonable for a project of this scope and
the upset limit is within the budget allowance (B) provided within the budget. Funding
for this project is included within the approved capital budget via the Central Area Park
Rehab and Playground accounts. The estimated surplus (D) will remain in the Central
Area Park Rehab account.

COMMUNITY ENGAGEMENT:
INFORM – This report has been posted to the City’s website with the agenda in
advance of the council / committee meeting.
CONSULT – City staff consulted with a total of 184 neighbourhood residents by means
of a public online survey (November – December, 2015) and a Public Information
Center (PIC – January 27, 2016) for the park rehabilitation. From the information
gathered from both forms of public consultation, a final master plan was developed and
communicated to the residents by email and the City of Kitchener website.
