SUBJECT: T16-071 Six Wheel Street Sweeper with 3.3 Cubic Metre
Variable High Side Dump Debris Hopper

RECOMMENDATION:
That Tender T16-071 Six Wheel Street Sweeper with 3.3 Cubic Metre Variable High
Side Dump Debris Hopper, be awarded to FST Canada Inc. O/A Joe Johnson
Equipment, Innisfil, Ontario, at their tendered price of $317,910., plus H.S.T. of
$41,328.30, for a total of $359,238.30.
BACKGROUND:
This unit will replace one (1) street sweeper (unit 688 in INS – Operations), as approved
for replacement in the 2016 Annual Fleet Equipment Review. This unit will be used for
sweeping city streets. The current unit is eight (8) years old and had a planned six (6)
year lifecycle. Outfitting costs are for the installation of a two-way radio and GPS
tracking system.
REPORT:
This Tender was advertised publicly on the City of Kitchener website and the Internet
through the Ontario Public Buyers Electronic Tendering Information System. Documents
were downloaded by five (5) interested parties and by the closing date of Thursday July
14, 2016, four (4) tenders had been received.
Tenders were reviewed by M. Born, Manager of Fleet, who concurs with the above
recommendation.

Vendors provided bids on both the Peterbilt 220 Cab and Chassis design and the
approved equivalent Kenworth 370 Cab and Chassis design.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
The net cost for this tender (A), is fair and reasonable for a purchase of this scope, but
the upset limit is beyond the allowance provided within the budget (B). Funding for this
equipment is included within the approved capital budget. The estimated deficit (D) will
be funded from previous surpluses that have been closed out to the Equipment Reserve
Fund.

The deficit is due to the budget estimate being completed prior to the change in the
