Street South (Howland Drive to Elmsdale Drive) Walkway
(Highland Road West to Newbury Drive)

RECOMMENDATION:
That Tender T16-072 Various Watermain Extensions Contract: Ottawa Street
South (Howland Drive to Elmsdale Drive) Walkway (Highland Road West to
Newbury Drive), be awarded to 410754 Ontario Limited o/a Sousa Concrete,
Branchton, Ontario, at their tendered price of $272,417., including provisional
items and contingencies of $16,200., plus H.S.T. of $35,414.21, for a total of
$307,831.21.
BACKGROUND:
The City is proceeding with the construction of the watermain installation along Ottawa
Street South (Howland Drive to Elmsdale Drive) and another watermain through a
walkway from Highland Road West to Newbury Drive. This work is being done to
connect the dead end watermain at Elmsdale Drive to Howland Drive and to connect
the watermain from Highland Road West to Newbury Drive.
Constructing the watermain on Ottawa Street South will provide more fire flow to the
development at 83 Elmsdale Drive. The current fire flow did not meet the zoning
requirements. The new watermain will provide more opportunities for future
development on other properties. The water pressure in this area will also increase with
the new watermain being constructed. The watermain that was installed for the
development at 1402, 1424 and 1430 Highland Road West ends east of the

development which is more than 150 metres in length. The Design Guidelines and
Supplemental Specifications for Municipal Services (DGSSMS) states that where a
dead end watermain cannot be avoided the maximum length is 150 metres, therefore
the watermain needs to be looped through the walkway and connected to the existing
watermain on Newbury Drive to help avoid any contamination.
The administration, design and tendering of this project has been completed by City
staff, the construction administration and inspection of this project will be completed by
City staff as well.
Upon Council award, construction is anticipated to begin in early September 2016 and
be completed in October 2016.
REPORT:
Tenders were advertised publicly in the Daily Commercial News, on the City of
Kitchener website and the internet through the Ontario Public Buyers Electronic
Tendering Information System.Documents were picked up by eleven (11) interested
parties and by the closing date of Thursday July 28, 2016, six (6) tenders had been
received.
The tenders were reviewed by L. Christensen, Design & Construction Project Manager,
who concurs with the above recommendation.

The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.

FINANCIAL IMPLICATIONS:
In addition to the costs anticipated in this tender, the design and implementation of these
types of projects typically involves city staff and resources from across the corporation.
These costs are included in the line item "Projected Costs: Staff Time/Permitting/Material
testing", and will be itemized when they exceed $125,000. Included in this line item are staff
time and expenses for all city staff in support of the project such as Engineering, Kitchener
Utilities, and Transportation Planning. The line item also includes all regulatory permitting,
geotechnical and material testing, detouring and traffic control, alternate access and parking
requirements and any other miscellaneous costs. Projects utilizing in-house staff will
include costs for inspection during construction and contract administration.
The net cost for this tender (A), is fair and reasonable for a purchase of this scope and the
upset limit is within the budget allowance (B). Funding for this purchase was provided from
an existing capital account. The estimated surplus (D) will be returned to the City Share of
Subdivisions account.
