D) (Rockcliffe Drive to Newcastle Drive)

RECOMMENDATION:
That Tender T16-085 South Strasburg Trunk Sanitary Sewer Construction Contract –
Open Space Block 25 (Section C to D) (Rockcliffe Drive to Newcastle Drive), be
awarded to Sierra Infrastructures Inc., Woodstock, Ontario, at their corrected
tendered price of $486,586.66, including provisional items and contingencies of
$52,300., plus H.S.T. of $63,256.27, for a total of $549,842.93.
BACKGROUND:
The City of Kitchener intends to construct the 900 mm diameter South Strasburg Trunk
Sanitary Sewer (SSTSS) from the current terminus (Newcastle Drive, approximately 215
metres west of future Strasburg Road) to the future Rockcliffe Drive (approximately 170
metres) section C to D in 2016. The downstream portion of the trunk sewer was
constructed in 2013. By extending the sewer through the subject lands; it allows greater
flexibility for extending the trunk sewer in the future to the south as well as provide the
option to extend a local sewer through two subdivisions to service the South District
Kitchener Park.
The anticipated construction start date is September 12, 2016 (weather permitting).

REPORT:
Tenders were advertised publicly in the Daily Commercial News, on the City of Kitchener
website and the internet through the Ontario Public Buyers Electronic Tendering
Information System. Documents were picked-up by fourteen (14) interested parties and
by the closing date of Thursday August 11, 2016, five (5) tenders had been received.
The tenders were reviewed by B. Garcia, Construction Project Manager, who concurs with
the above recommendation.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic vision
through the delivery of core service.
FINANCIAL IMPLICATIONS:
In addition to the costs anticipated in this tender, the design and implementation of these
types of projects typically involves city staff and resources from across the corporation.
These costs are included in the line item "Projected Costs: Staff Time/Permitting/Material
testing", and will be itemized when they exceed $125,000.00. Included in this line item are
staff time and expenses for all city staff in support of the project such as Engineering,
Kitchener Utilities, and Transportation Planning. The line item also includes all regulatory
permitting, geotechnical and material testing, detouring and traffic control, alternate access
and parking requirements and any other miscellaneous costs. Projects utilizing in-house
staff will include costs for inspection during construction and contract administration.
The net cost for this tender (A), is fair and reasonable for a purchase of this scope and the
upset limit is within the budget allowance (B) provided within the budget. Funding for this
purchase is included within the approved capital budget. The estimated surplus (E) will be
retained in the account and used towards the remaining construction phases yet to be
completed.
