Courtland Avenue Underpass Improvements (Bedford Road
to Hayward Avenue)

RECOMMENDATION:
That Expression of Interest E16-079 Consultant Services - Trans-Canada Trail
Courtland Avenue Underpass Improvements (Bedford Road to Hayward Avenue),
be awarded to Parsons Corporation, Kitchener, Ontario, at their adjusted
estimated fee of $116,380., including contingencies of $10,580., plus H.S.T. of
$15,129.40, for a total of $131,509.40, based on a satisfactory contract being
negotiated and an upset fee being established.
BACKGROUND:
The Trans-Canada Trail Improvements were approved for funding by the Ontario
Municipal Cycling Infrastructure Program (OMCIP) for up to $325,000. The City is
required to match the funding received by the Ministry of Transportation grant program
for a total project budget of $650,000. The work will improve existing sub-standard
conditions at the Trans-Canada Trail - Conestoga Parkway Overpass to provide a
permanent, accessible and safe multi-use pathway connection.
The Consultant will complete the conceptual design, public consultation, detailed
design, acquisition of regulatory approvals and permits, and contract administration.
The project design phase will begin following award, with construction and completion
by October 2017.

REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant’s Review Committee was established
consisting of M. Parris, Landscape Architect, D. Pimentel, Active Transportation
Planning Project Manager, D. Ritz, Supervisor Design and Development and A.
Buchholtz, Buyer.
Expressions of interest were advertised publicly on the City of Kitchener website and on
the internet through the Ontario Public Buyers Association Electronic Tendering
Information System relative to this project. Documents were downloaded by fourteen
(14) interested parties and by the closing date of Monday July 18, 2016, two (2)
responses had been received.
The review committee met on Tuesday August 9, 2016, to review the submissions. The
Committee recommends awarding the project to Parsons Corporation, Kitchener,
Ontario.
The Committee rated consultants on the following criteria:
Cost of Consultant’s Fees
Qualifications and Expertise of Project Manager or Leadership Team
Understanding and Approach including Work Plan and Schedule
Qualifications and Expertise of Consultants Team
Completeness of Proposal
Value Added Approach

Detailed costing estimates were checked for mathematical errors and corrected
accordingly. The estimated cost was adjusted to include the ten (10) percent
contingency allowance that was omitted from the responding consultants cost estimate.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city’s strategic
vision through the delivery of core service.

FINANCIAL IMPLICATIONS:
The net cost for this Expression of Interest (A), is fair and reasonable for a project of this
scope and the upset limit is within the budget allowance (B) provided within the budget.
Funding for this project is included within the approved capital budget. The estimated
surplus (D) will remain within the account to fund other trail work.
