SUBJECT: T16 -048 Chain Link Fencing, Silt Fencing, Guardrails,
Bollards and Related Services
That Tender T16 -048 Chain Link Fencing, Silt Fencing, Guardrails, Bollards and
Related Services, be awarded to 1077860 Ontario Inc. old. Town and Country
Fencing, Arise, Ontario, at their tendered price of $69,340., plus H.S.T. of
$9,014.20., for a total of $78,354.20., for a one (1) year terra, with an option to
renew for two (2) additional twelve (12) month terms.
The Operations division requires a variety of fencing types to be supplied and installed
in various forms throughout the City each year. From fencing that delineates property
boundaries to all types of sports field chain link fencing to environmental silt control and
tree protection fencing. The City requires the services of a contractor that specializes in
this work and provides efficient and cost effective service throughout the year at a large
number of different work locations across Kitchener. The City does not have the staff
resources or specialized equipment for this type of work to be executed on a regular
basis by City of Kitchener forces.
This tender is based on fixed unit prices'on a representative sampling of fencing and
related items purchased over the previous year.
The average annual spend over the past three (3) years was $93,891.15, before taxes.
The actual spend will depend on the level of activity throughout the term of the contract.

Tenders were advertised publicly on the City of Kitchener website and the Internet
through the Ontario Public Buyers Electronic Tendering Information System. Documents
were downloaded by nineteen (19) interested parties, and by the closing date of
Thursday July 7, 2016, three (3) tenders had been received.

Tender documents were checked for mathematical errors and corrected accordingly.
The price for chain link fencing, silt fencing and related items has decreased 15.7%
from the 2015 contract.
The tender was reviewed by R. Farwell, Supervisor Sportsfields, D. Dychuck,
Supervisor Technical, M. Parris, Landscape Architect, and A. Buchholtz, Buyer, who
concurs with the above recommendation.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendation of this report supports the achievement of the city's strategic
vision through the delivery of core service.
FINANCIAL IMPLICATIONS:
Funding will be provided through various operational accounts.
